The core content of Scientific Outlook on Development is people-oriented. It can be clearly seen from the Third Plenary Session of the Seventeenth Central Committee of the Communist Party of China that the new central collective leadership is more inclined to public interests than before, showing concern for public interests, caring for vulnerable groups and being close to the people. In this sense, to adhere to the people-oriented principle, we must take the people's interests as the fundamental starting point and end result of all work, and safeguard, realize and develop the fundamental interests of the overwhelming majority of the people. Therefore, how to better serve and protect people's livelihood based on procuratorial function has become an important topic that procuratorial organs, especially grass-roots procuratorates, should devote themselves to thinking and practice. In the first stage of studying and practicing Scientific Outlook on Development, I took this topic to investigate and study in rural areas and listened to the opinions and suggestions of the masses. Now, I want to talk about how grass-roots procuratorates serve and protect people's livelihood. 1. Raise awareness, strengthen services and safeguard people's livelihood. People's livelihood is the general name of people's production, life and their closely related living and development environment and conditions. People's livelihood issues include education, employment, medical care, endowment insurance, housing, stability and many other aspects. According to the Constitution and laws, procuratorial organs are state legal supervision organs. "Strengthening legal supervision and safeguarding fairness and justice" is the theme of procuratorial work, and "establishing procuratorial work for the public and enforcing law for the people" is the purpose of procuratorial work. The constitutional attribute, theme requirements and working purpose of procuratorial work all determine that every work of procuratorial organs is closely related to people's livelihood. In recent years, our hospital has often encountered some specific livelihood problems in the process of law enforcement, such as village cadres embezzling and misappropriating farmers' land compensation, disaster relief and resettlement funds, commercial bribery in the education system and medical system, and illegal forced demolition in the construction of new countryside. Therefore, procuratorial organs should constantly strengthen people's livelihood awareness, care for people's livelihood, attach importance to people's livelihood, serve people's livelihood and protect people's livelihood in law enforcement activities. 1, service to ensure people's livelihood is an objective requirement for procuratorial organs to serve the overall situation. People's livelihood concerns the fundamental interests of the broad masses of the people. If people's livelihood is not guaranteed and economic construction is affected, it is impossible for society to be harmonious. Serving and safeguarding people's livelihood is the unshirkable responsibility of procuratorial organs and the objective requirement of serving the overall situation of the party and the state. Procuratorial organs should take the promotion of economic development and social harmony as an important standard, take service and promotion of people's livelihood as the focus and final destination of their work, conscientiously perform procuratorial functions, actively seek for the well-being of the broad masses of the people, effectively help solve practical problems faced by the people in their production and life, effectively resolve various social contradictions caused by people's livelihood issues, realize, safeguard and develop the fundamental interests of the broad masses of the people, achieve sound and rapid economic development, and achieve social harmony and stability. 2, service to protect people's livelihood is the concrete embodiment of procuratorial organs to enforce the law for the people. All power in our country belongs to the people, and procuratorial power comes from the people. It should serve the people, perform the function of legal supervision according to the people's will, and make the law fully reflect the people's will. Procuratorial organs should firmly establish the concept of "law enforcement for the people" and always take service and safeguarding people's livelihood as the yardstick to measure procuratorial work. Serving and safeguarding people's livelihood means adhering to the correct guiding ideology and pursuing people's interests as the highest value; Close contact with the people, listen to the people's voices, understand the people's feelings, and solve their worries in time; Overcome the yamen style of "the door is difficult to enter, the face is ugly, and things are difficult to handle", and oppose the phenomenon of "cold, hard, horizontal, pushing" and even trampling on the rights and interests of the people; Give full play to the function of legal supervision, punish evil and promote good, and create a harmonious and stable social environment for people to live and work in peace and contentment. In performing its functions, procuratorial organs truly embody "enforcing the law for the people" through concrete and practical services and safeguarding people's livelihood. Second, based on the function, implement specific measures to protect people's livelihood. Procuratorial organs should closely focus on the topic of "people's livelihood", fully perform procuratorial functions such as arrest, prosecution and supervision, and implement services and protection of people's livelihood in all aspects of procuratorial work. 1. Severely crack down on serious criminal offences and protect people's livelihood. Stability is the foundation of social harmony and an important guarantee for people to live and work in peace and contentment. Procuratorial organs should take maintaining social stability as an important task, and focus on cracking down on serious violent crimes such as murder, kidnapping and injury that seriously undermine social order and seriously endanger people's lives, crimes committed by evil forces, multiple crimes against property such as robbery, robbery, theft and fraud, drug crimes, manufacturing and selling fake and inferior commodities, medicines, food and other crimes that seriously infringe on people's production and life, and so on. Cooperate closely with the public security and the courts to form a joint force, always maintain a high-pressure situation against criminal crimes that infringe on the interests of the masses, make great efforts to solve outstanding problems of social security, and use powerful legal means to protect people's life safety and vital interests and enjoy the fruits of reform and development. 2. Actively investigate and deal with crimes involving people and conform to public opinion. The people hate corruption such as duty crimes that happen around them. Procuratorial organs should comply with the wishes of the people and investigate and deal with duty crimes such as abuse of power for personal gain, corruption and bribery, and misappropriation of public funds according to law. The people have expressed strong problems, especially in education, employment, social security, medical and health care, land planning, real estate development, water conservancy facilities and new rural construction. In addition, it is necessary to seriously investigate and deal with duty crimes behind unfair judicial and administrative law enforcement, duty crimes that abuse their powers, neglect their duties, seriously damage public interests and the vital interests of the people, and duty crimes that seriously violate human rights. While investigating and handling duty crimes, procuratorial organs should also do a good job in preventing duty crimes. According to the anti-corruption policy of "treating both the symptoms and root causes, comprehensively treating, punishing and preventing simultaneously, and paying attention to prevention" put forward by the CPC Central Committee, procuratorial organs should take various forms to strengthen measures to prevent duty crimes, intensify the prevention of duty crimes, minimize and reduce the occurrence of duty crimes, and promote anti-corruption construction. 3. Constantly strengthen the supervision of litigation activities to protect citizens' rights. "Legal supervision" is the fundamental stipulation of the functions of procuratorial organs in China's Constitution, and all the work of procuratorial organs cannot be separated from the supervision function. In order to meet the requirements of the new situation and new tasks, procuratorial organs should strengthen supervision measures, innovate supervision mechanisms, improve supervision effectiveness, strive to safeguard civil rights and realize social fairness and justice. First, exercise the supervision function of criminal filing according to law, focusing on supervising and correcting problems such as not filing a case, substituting punishment for punishment, impunity, abusing criminal procuratorial means to intervene in economic disputes, and illegally filing a case; The second is to exercise the function of criminal trial supervision according to law, focusing on supervising and correcting the unfair judgment problems such as felony light sentence, misdemeanor heavy sentence, guilty judgment and acquittal; The third is to exercise the supervision function of penalty execution supervision activities according to law, focusing on supervising and correcting illegal commutation, parole, medical parole, extended detention and infringement of the legitimate rights and interests of the supervised person; Fourth, exercise the function of civil administrative procuratorial supervision according to law, focus on supervising and correcting misjudged cases caused by judicial corruption or serious violation of legal procedures, and earnestly safeguard legal authority and the legitimate rights and interests of the people. By strengthening litigation supervision, judicial justice will be further promoted and civil rights will be guaranteed. 4, earnestly supervise the petition work, eliminate the worries of the masses. People's livelihood is the foundation, and people's wishes come first. Procuratorial organs should serve and protect people's livelihood, observe people's feelings, eliminate people's worries and grievances, resolve people's livelihood contradictions and eliminate people's livelihood worries by conscientiously doing a good job in procuratorial related letters and visits. First, always adhere to the "green channel" and "civilized reception window" to smooth the channels for the masses to appeal. Solve problems for the masses in time, resolve contradictions at the source, and calm disputes in the bud; Second, always adhere to the first question responsibility system and the leadership package system, so that the demands of the masses have results and everything has an echo; Third, always insist on going deep into the masses, the grassroots and the front line, changing petitions into next visits, and changing passive acceptance of cases into active resolution of contradictions; Four, always adhere to the "warm service, smiling service, active service, patient service, civilized service", so as to "welcome when you come, answer when you ask, and send when you leave". Improve the style of law enforcement, change the way of law enforcement, improve the efficiency of law enforcement, and do practical things and solve difficult problems for the people in a down-to-earth manner. Third, act in accordance with the law and seriously solve several problems that need attention. Procuratorial organs should not deviate from their functions of serving and safeguarding people's livelihood. It is necessary to strictly follow laws and policies, correctly perform legal supervision functions, serve the needs of people's livelihood, solve people's livelihood problems, and safeguard people's livelihood rights and interests. 1, serving people's livelihood, can't exceed authority. Procuratorial organs should first straighten out the relationship between performing their functions and serving and safeguarding people's livelihood. To perform functions, we should serve and protect people's livelihood, and combine functions to serve and protect people's livelihood. Only by closely combining the performance of functions with service and safeguarding people's livelihood can procuratorial work develop in a healthier direction and achieve greater results in service and safeguarding people's livelihood. 2. Protect people's livelihood and prevent infringement. As a national legal supervision organ, procuratorial organs should constantly promote the standardization of law enforcement, enhance the consciousness and sense of responsibility of procuratorial police officers in strict, fair and civilized law enforcement, enhance their awareness of respecting and safeguarding human rights, improve the mechanism for safeguarding the rights and interests of litigation participants, and safeguard the political, economic, cultural and social rights entrusted to the people by the Constitution and laws according to law. In the process of law enforcement, the legitimate rights and interests of the relevant parties should be fully safeguarded and guaranteed, and the legitimate rights and interests of one party should not be infringed upon by the other party in order to safeguard the legitimate rights and interests of one party. While safeguarding the legitimate rights and interests of the people, we must resolutely correct such problems as extorting confessions by torture, obtaining evidence by violence, abusing coercive measures and corporal punishment in disguised form. 3. Pay attention to people's livelihood and combine leniency with severity. The criminal justice policy of combining leniency with severity is of great practical significance for preventing and reducing crimes and promoting social harmony. Procuratorial organs should conscientiously implement the criminal justice policy of combining leniency with severity, so as to "combine leniency with severity and punish those who are guilty". We should not only severely crack down on and deter serious criminal crimes that endanger people's livelihood, but also pay attention to educating and saving the spirit of juvenile delinquency. For minor criminal cases caused by neighborhood disputes and family conflicts, we should make full use of judicial means such as criminal reconciliation and interest litigation to resolve conflicts and eliminate accumulated grievances between the parties. At the same time, correctly grasp the laws and policies related to people's livelihood, accurately distinguish the boundaries between crime and non-crime, ensure that cases are handled correctly, and truly reflect the judicial spirit of people-oriented and caring for people's livelihood.
