1. The scope of application of the household registration certificate is that all permanent residents who move out of the area under the jurisdiction of the household registration authority (referring to the area under the jurisdiction of the household registration authority) should use the household registration certificate. Whether to use the household registration certificate in urban areas of large and medium-sized cities is temporarily decided by the public security departments and bureaus of provinces, autonomous regions and municipalities directly under the Central Government.
