Is the Honghu project in Hubei capable?

As the saying goes, "the Yangtze River is long in Wan Li, but it is in Jingjiang". Jingjiang reach is not only an important granary in Jianghan Plain of China, but also the largest city in the lower reaches of Central China. Therefore, the safety of Jingjiang levee involves tens of millions of residents.

The main purpose of the Three Gorges Dam is flood control. Together with the Jingjiang levee, the national first-class levee, the flood control level has been raised to the once-in-a-century standard. In addition to flood control, flood diversion and flood discharge are also the key points. For example, the Jingjiang flood diversion area was built after the founding of the People's Republic of China.

Based on the concept of taking precautions and scientific flood control, Chenglingjikou has not only the Yangtze River, but also Honghu Lake and Dongting Lake. Therefore, it is planned to build a flood diversion and storage area of 654.38+0 billion cubic meters in this area, with Hubei and Hunan each bearing half.

Hubei plans to build three blocks, namely, the western block, the middle block and the eastern block, of which the eastern block is the most important. Most of them are in honghu city, with a flood storage area of 877 square kilometers and a flood storage capacity of 6 1 100 million cubic meters.

The preliminary design of Honghu project was officially approved in the flood storage and detention area of East Block from 2065438 to September 2006. The total investment is 4.443 billion yuan and the total construction period is 4 years. Among them, the newly-built "changjiang no.1 Gate" is a flood gate with a flow of 8,000 cubic meters per second.

At present, the construction of Honghu East Block is coming to an end, and the next step is the construction of safe areas and population evacuation.

There are about 300 thousand people in the flood storage and detention area in the east of Honghu Lake. The periphery of the flood storage and detention area is blocked by dams, and the safety area is also blocked by dams to ensure the normal life of residents in the safety area.

The safety project of Honghu East Block, with a total investment of 654.38+000 billion yuan, mainly involves dike construction, dike-crossing buildings, transfer roads and water system restoration projects.

At the end of June 2020, 1 1, the survey (survey) design of the safety construction project in the flood storage and detention area of Honghu East Block began to be invited for bidding. It mainly provides survey and design services for feasibility study, project-related thematic design and preliminary design (implementation plan).

The safety construction project planning of flood storage and detention area in Honghu East Block includes safety area project, flood storage and detention area project and water system restoration project.

At the same time, two safety zones are planned in Xintan and Xindi to accommodate nearly 300,000 people in flood storage and detention areas. Among them, Xintan Safety Zone is located in flood storage and detention area, with an area of about 69km2. The newly-built dike safety zone is located outside the flood storage and detention area, covering an area of about 3.28 square kilometers.

The population relocation and resettlement project in the flood storage and detention area of Honghu East Block with a total investment of 45 billion yuan is currently advancing the preliminary work. Honghu city's initial plan is to relocate residents of five towns and villages in flood storage and detention areas by stages. Dasha Lake and Datong Lake Farm are the first batch of pilot projects, and the whole relocation plan will last until 2030.

Judging from the scale of the safety zone, most people will move to Xintan and a few will move to new land.

The total investment of these three projects is close to 60 billion. It is not only the largest project in honghu city, but also the largest investment project in Jingzhou. Honghu city has a population of more than 900,000, and this project will affect one third of the population of Honghu Lake.

As the largest resettlement area, Xintan takes the lead in supporting industries, and the Xintan Economic Cooperation Zone jointly built with Wuhan has begun to take shape. In addition, two supporting projects "Beautiful Future City" and "International City for Green Land Economic Development" have been launched.
