Interim Measures for the use and management of surplus funds in the late resettlement period of large and medium-sized reservoirs
Article 1 In order to promote the economic and social development of large and medium-sized reservoir areas (hereinafter referred to as the "reservoir areas") and resettlement areas, and standardize the use and management of surplus funds for large and medium-sized reservoir resettlement, these Measures are formulated in accordance with the relevant provisions of the State Council's Opinions on Improving the Policies for Supporting Large and Medium-sized Reservoir Resettlement (Guo Fa [2006]17).
Article 2 The surplus funds refer to the support funds raised by the central government for the resettlement of large and medium-sized reservoirs in accordance with the provisions of the State Council Guofa [2006]17. The surplus funds are distributed to all provinces (autonomous regions and municipalities, including Xinjiang Production and Construction Corps, the same below) every year according to the number of rural immigrants approved by the state and the prescribed support standards.
Article 3 The use direction of surplus funds:
(1) Support infrastructure construction and economic and social development in reservoir areas and resettlement areas. Specifically including:
1, construction of basic grain ration field and supporting construction of water conservancy facilities.
2, rural drinking water safety, biogas, transportation, power supply, communication and broadcasting infrastructure construction.
3. Construction of social facilities such as culture, education and health.
4. Ecological construction and environmental protection.
5, labor skills training and vocational education.
Production and development of planting, aquaculture, forestry, animal husbandry, fishery, tourism, processing industry and service industry with market prospects.
7 other projects closely related to the production and life of immigrants.
(two) emergency disposal subsidies for temporary and sudden force majeure events in reservoir areas and resettlement areas.
(three) subsidies to solve the outstanding problems of reservoir resettlement, including reservoir resettlement subsidies and poor immigrants subsidies.
(four) the local implementation of special funds for the late support policy.
(five) before the establishment of state-level immigration management institutions, the central government implemented special funds for later support policies.
(six) other expenses approved by the State Council.
Article 4 The surplus funds allocated by the central government to local governments shall be used by local governments in combination with funds from other channels.
Article 5 Distribution of surplus funds:
(a) local implementation of large and medium-sized reservoir resettlement support policy special work funds subsidy expenditure, 300 million yuan per year. According to the Interim Measures for the Administration of the Use of Special Subsidy Funds in the Support Policies for the Resettlement of Large and Medium-sized Reservoirs (Caiqi [201] No.303).
(two) the central government to implement the late support policy special work funds approved each year according to the actual workload. Specifically, the Ministry of Water Resources (Immigration Bureau) submits the budget of special funds to the Ministry of Finance according to the annual work arrangement of the National Inter-ministerial Joint Conference on Reservoir Resettlement, which will be audited by the Ministry of Finance in conjunction with the Development and Reform Commission, and then allocated to the Ministry of Water Resources (Immigration Bureau) according to procedures.
(three) temporary and sudden emergencies caused by force majeure in the reservoir area and resettlement area, with an annual subsidy of 300 million yuan. When a temporary emergency occurs in the reservoir area and resettlement area due to force majeure, the financial departments of the relevant provinces (autonomous regions and municipalities) shall, jointly with the development and reform and immigration management institutions at the same level, apply to the Ministry of Finance, the Development and Reform Commission and the Ministry of Water Resources, and the Ministry of Water Resources (Immigration Bureau) shall put forward preliminary examination opinions, and the Ministry of Finance shall, jointly with the Development and Reform Commission and the Ministry of Water Resources, examine and issue grant funds.
(four) other expenses approved by the State Council.
(5) After deducting the above expenditures (1), (2), (3) and (4), the rest: ①75% is used to support the infrastructure construction and economic and social development of the reservoir area and resettlement area. Specifically, the Ministry of Finance, in conjunction with the Development and Reform Commission and the Ministry of Water Resources, will allocate the provinces (autonomous regions and municipalities) in pieces according to the number of rural migrants approved by the provinces (autonomous regions and municipalities) and their contribution to the national overall planning in the later period. The distribution formula is: the current year of a province = the national x of the previous year (the number of floating population in a province last year ×65%+ the late-stage support fund of a province ×35%). Distribution of surplus funds The total amount of surplus funds is the number of immigrants in the country in the previous year. Around the year before last, 225% of the fund was used to solve the outstanding problem of reservoir resettlement. Specific by the relevant provinces (autonomous regions and municipalities) to the Development and Reform Commission, Ministry of Finance, Ministry of Water Resources submitted to solve outstanding problems, by the Ministry of Water Resources (Immigration Bureau) put forward preliminary audit opinions, Development and Reform Commission in conjunction with the Ministry of Finance, Ministry of Water Resources to review and approve the relevant programs, the Ministry of Finance in conjunction with the Development and Reform Commission, Ministry of Water Resources in accordance with the relevant subsidy standards issued grant funds.
Sixth surplus funds income included in the government revenue and expenditure classification subject number. 1030 149 "Income from supporting funds for large and medium-sized reservoirs in the later period of resettlement"; Items (1) and (2) of Article 3 of these Measures are listed in the government revenue and expenditure classification subject "2082202 Infrastructure Construction and Economic Development", and items (3), (4) and (5) are listed in "2082299 Other large and medium-sized reservoir resettlement support funds expenditure".
Seventh provinces (autonomous regions and municipalities) financial departments and immigration management agencies should strengthen the financial management of surplus funds, use funds according to regulations, and urge relevant units to speed up the progress of project construction, ensure the safe use of funds, and improve the efficiency in the use of funds.
Eighth surplus funds using units should accept the supervision and inspection of finance, development and reform, auditing, supervision, water conservancy, immigration and other departments, any unit shall not obstruct or escape for any reason.
Article 9 Units and individuals that intercept or misappropriate surplus funds in violation of these Measures shall be punished in accordance with the Regulations on Penalties and Punishment for Financial Violations (No.10, 2004). The State Council No.427), and shall be investigated for the responsibility of the responsible person.
Tenth provinces (autonomous regions and municipalities) financial departments should formulate corresponding management implementation rules according to these measures, and report them to the Ministry of Finance, the Development and Reform Commission and the Ministry of Water Resources for the record.
Article 11 The Ministry of Finance shall be responsible for the interpretation of these Measures.
Article 12 These Measures shall be implemented as of the date of promulgation. The Notice of the Ministry of Finance on Printing and Distributing (Caiqi [2008] No.37) shall be abolished at the same time.
