Garden Online165438+1October 30th News: State-owned forest farms are an important part of China's forestry industry. After the founding of New China, as an important strategic measure to speed up the cultivation of forest resources and improve the ecological environment, the state has set up a large number of state-owned forest farms in remote, sparsely populated, inconvenient transportation, relatively backward economy, concentrated barren hills and ecologically fragile areas. After more than 50 years of development and construction, 4,466 state-owned forest farms have been established in China, with a total management area of 850 million mu, including 430 million mu of forest land, with a forest stock of more than 2 billion cubic meters, accounting for 1/5 of the total forest land area and forest stock in China respectively. State-owned forest farms have an important strategic position in China's forestry development and become a new force in national forestry development and construction.
Since its establishment, the state-owned forest farm has taken greening barren hills and developing forest resources as its own responsibility, which has left a deep impression on the history of forestry construction in New China. Up to now, the artificial afforestation and preservation area of state-owned forest farms in China has reached 654.38+0.4 billion mu, and more than 200 million mu of natural sparse residual forests have been cultivated and transformed, which has turned a large area of barren hills and wasteland into green hills and oases, and the declining residual forests have recovered their vitality. With the economic development and social progress, the human demand for forestry has undergone fundamental changes, and the guiding ideology and development ideas of forestry work have also been adjusted in time. Under this new situation, state-owned forest farms have adjusted their development direction, improved their internal management and activated their management mechanism, and embarked on the road of reform in the new period. In order to promote the reform and development of state-owned forest farms, we edited this special issue of photography. The advanced deeds of 10 directors of state-owned forest farms published in this issue are only the representatives of generations of forest farmers who have silently contributed to the development and construction of state-owned forest farms for decades, but their fine tradition of hard struggle and entrepreneurial spirit of keeping pace with the times are vivid portrayal of all state-owned forest farmers in the new period.

Winner of "National Advanced Greening Worker", "National Model Worker of Sand Prevention and Control", "Model of Practicing Theory of Three Represents" and National Top Ten State-owned Forest Farm Management Award. From 65438 to 0985, he served as deputy director of Baijitan Sand Control Forest Farm in lingwu city, Ningxia, and began his sand control career. For 20 years, he only thought about and did one thing-sand control. In the hinterland of the vast Mu Us sandy land, he led all the cadres and workers to complete 259,000 mu of sand control and afforestation, and control 300,000 mu of quicksand, weaving a green dragon in the hinterland of Mu Us sandy land to tightly lock the desert. In addition to controlling sand, he also controls poverty. Wang Youde doesn't want workers to live in shabby houses and count the stars. He actively explored ways to increase income, set up a greening engineering company, and contracted more than 80 greening projects with a cumulative output value of more than 30 million yuan. The total fixed assets of the whole plant increased from 400,000 yuan in the past to16.77 million yuan in 2002. The workers happily moved into the new house, and their per capita income has been greatly improved. Under his leadership, all the staff devote themselves to developing forestry and running towards a well-off society.

Winner of the second National Top Ten State-owned Forest Farm Management Award, director of Lushan Forest Farm in Zibo City, Shandong Province. 1980 After graduating from forestry school, I came to Lushan Forest Farm and took root in the hard front line of forestry production. In the past 24 years, he has traveled to every mountain in Lushan, and every grass and tree in Lushan is permeated with his hard work and sweat. He has always adhered to the idea of forest-oriented, development-oriented, giving priority to benefits and gradually expanding forest farms. Thanks to his efforts, the Zibo Municipal Government decided to stop logging in Lushan Forest Farm as early as 1996, which was earlier than the implementation of the national natural forest protection project. At present, the forest coverage rate of Lushan Forest Farm is as high as 97%, the forest volume is 250,000 cubic meters, the animal and plant resources are rich, and the ecological, economic and social benefits have undergone tremendous changes. Now, the forest farm is moving towards the three development goals of building Lushan forest, building first-class scenic spots and building a new home for the forest farm.

Director of Wawushan Forest Farm in liyang city, Jiangsu Province, winner of the second Top Ten State-owned Forest Farm Management Award. In 200 1 year, he came to Wawushan Forest Farm, where the economic losses were serious, the debts were more than 8 million, the leading group was almost paralyzed, and the employees were not paid for eight consecutive months. In a month's time, he traveled all the hills, visited most employees and held 47 symposiums. Recognizing the situation clearly, he began a bold reform practice: he adopted a series of reform measures, such as the restructuring of field-run enterprises, the reform of economic forest management rights, the replacement of employees' identity, the merger of institutions' personnel and finance, and the reform of employees' housing. In order to improve the income level of employees, he revitalized existing assets, attracted investment, established entities and encouraged employees to start their own businesses. He adopts the form of "company+farmer" to increase employees' income and cultivate models. Under his efforts, in less than three years, the forest farm paid off 8 million yuan in debt, doubled the income of employees and took on a new look. At the same time, projects such as 1,000 mu seed seedling base, forest farm and forest park are also being implemented.

In the past five years, the forest farm has invested 53 million yuan to build a forest park, which is equivalent to 15 times of the total investment in 40 years. 200 1, the forest park was approved as a national forest park. In 2003, the Forest Park received more than 40,000 tourists, and the comprehensive tourism income was 3.8 million yuan. This year, the number of tourists is expected to reach 80 thousand. The development of forest tourism not only effectively protects forest resources, but also promotes the development of transportation, accommodation, catering and other industries in the county and the sales of agricultural products, increasing economic income120 thousand yuan every year.

Party Secretary of Jin Dong Forest Farm, Yongzhou City, Hunan Province. He became a monk halfway for forestry. Originally the executive deputy magistrate of Qiyang County, Hunan Province, he was transferred to Jin Dong Forest Farm in Yongzhou City from 65438 to 0999. Winner of the National Greening Medal, winner of the Second National Top Ten State-owned Forest Farm Management Award, national advanced afforestation worker, and director of Qipo Forest Farm in Guangxi Autonomous Region. Wei worked in Dongmen Forest Farm directly under the Forestry Department of Guangxi Zhuang Autonomous Region from 65438 to 0980, and came to Qipo Forest Farm in 2002. After investigation, Wei began to adjust the forest species structure, vigorously develop the non-public economy, grasp the construction of fast-growing forests, grasp the resource utilization project, and take the road of forestry industrialization management. In 2003, the forest farm started a new rotary cutting board and building formwork project. In the first half of 2004, the sales income of the two projects was more than 4.5 million yuan, and more than 80 surplus workers in the forest farm were resettled. According to the geographical location and resource advantages of Qipo Forest Farm, the forest farm plans to build a forest park of 36,000 mu, and at the same time implement the "30+ 1" project, that is, build a fast-growing and high-yield forest base of 300,000 mu through leasing or joint venture, and invest in the construction of a wood-based panel production line with an annual output of 654.38+10,000 cubic meters. Facing the future, Wei and his team members outlined a brand-new blueprint for the development of forest farms.
