The Opinions encourage all regions to further relax the settlement conditions, except for a few mega-cities, allow the agricultural transfer population to settle in employment places, give priority to solving the problems of rural students entering cities and towns for further studies and joining the army, and fully liberalize college graduates, skilled workers, vocational college graduates and returned overseas students for the new generation of migrant workers who have worked and lived in cities and towns for more than five years, and speed up the formulation of open and transparent settlement standards and practical settlement targets. Except for megacities and megacities, other cities are not allowed to set restrictions on settlement by asking for house purchase, paying investment tax and points system.
