In Mafan Village and Santaishan, they and responsible comrades studied the overall planning of Santaishan residential area and the related situation of nuclear power projects in detail, and observed the topography of Santaishan residential area on the spot. Finally, they agreed that the site selection of the immigrant new area meets the requirements of nuclear power construction and embodies the planning principle of "intensive land use, scientific site selection and nearby resettlement", which is an ideal site selection.
It is understood that due to the construction of Xishui Nuclear Power Station, more than 550 households in Mafan, Fan Yuan and Xu Fan villages in Qingquan Town need to be relocated and resettled. After many investigations, analysis and comparison, Santaishan was finally chosen as the residential area. Santaishan residential area is located on the west bank of Xishui River, 3.2 kilometers away from the nuclear power plant and 7 kilometers away from the county seat, with a planned total area of 298.8 mu, a planned total of 589 households and a population of nearly 3,000.
Implementation Plan of Support Policies for Large and Medium-sized Reservoir Resettlement in Xishui County
In order to implement the "Opinions of the State Council on Perfecting the Support Policies for the Resettlement of Large and Medium-sized Reservoirs" (Guo Fa [2006]17), according to the Notice of the Provincial People's Government on Printing and Distributing the Implementation Plan for the Support Policies for the Resettlement of Large and Medium-sized Reservoirs in Hubei Province (E [2006] No.53), this plan is formulated in combination with the actual situation of our county.
I. Guiding ideology, work objectives and basic principles
(1) guiding ideology: guided by Deng Xiaoping Theory and Theory of Three Represents, adhere to the people-oriented principle, fully implement Scientific Outlook on Development, make overall plans, make rational planning, pay equal attention to engineering construction, resettlement and ecological protection, continue to follow the policy of development resettlement, improve the support methods, increase support, further improve the production and living conditions of reservoir immigrants, and gradually establish and promote the economic development of reservoir areas and resettlement areas, increase the income of reservoir immigrants, improve the ecological environment and stabilize rural areas.
(2) Work objective: Short-term objective (before 20 10): basically solve the problem of food and clothing for reservoir immigrants and the weak infrastructure in reservoir areas and resettlement areas, and improve the per capita income of immigrants. Medium-and long-term goals (20 10 -2026): consolidate and improve the food and clothing level of low-income immigrants, gradually improve the infrastructure and ecological environment construction in reservoir areas and resettlement areas, focus on cultivating new economic growth points, promote economic development, increase the income of immigrants, continuously improve the living standards of immigrants, and gradually reach the local rural average level.
(3) Basic principles: adhere to the principle of combining early compensation with late support; Adhere to the principle of combining solving the problem of food and clothing with solving the long-term development problem; Adhere to the principle of combining state aid with self-reliance of immigrants; Adhere to the principle of combining the post-migration support work with the construction of a new socialist countryside; Adhere to the principle of territorial management, government leadership, graded responsibility and county-oriented.
Second, the scope, standards and methods of post-migration support.
(1) Support scope: rural migrants from three large and medium-sized reservoir areas, such as Bailianhe, Baiyanghe and Meizishan, among which the reservoir migrants who moved and resettled before June 30, 2006 are current residents. During the support period, the number of rural immigrants in large and medium-sized reservoirs in various towns and villages before June 30, 2006 was approved at one time and will not be adjusted. Rural floating population transferred to non-agricultural registered permanent residence is not included in the scope of support.
(II) Support standard: From July 1 day, 2006, every immigrant who is included in the scope of support will be given an annual subsidy to 600 yuan for 20 years.
(3) Support method: If the later support funds can be directly distributed to the individual immigrants, they should be distributed to the individual immigrants as much as possible for the production and living allowance of the immigrants; Project support can also be implemented to solve the outstanding problems in the production and life of immigrant villages (groups); You can also use a combination of the two. When determining the later support mode, we should fully respect the wishes of immigrants and listen to the opinions of the masses in immigrant villages. The scope of listening to the opinions of the masses in scattered resettlement villages should be reasonably determined by the natural villages or villagers' groups involved in the adjustment of production materials by immigrants. To support the implementation of the project, the administrative village (group) should be used as the unit to hold a meeting of all immigrants. After more than 90% of the immigrants agree to sign, the project implementation plan will be submitted to the municipal immigration agency for approval before implementation.
Three, the reservoir immigrant population approved registration
(1) Approved scope of registration: rural migrants resettled in this county due to the construction of Bailianhe, Baiyanghe and Meizishan reservoirs; Rural immigrants who have moved into other large and medium-sized reservoirs in our county with the approval of the state.
(2) Approved registration objects: rural migrants who have been approved to relocate due to reservoir construction, including rural migrants who live behind their villages, rural migrants who have been resettled in their own towns or counties, rural migrants who have moved scattered, and rural migrants who live with relatives and friends. Rural migrants from large and medium-sized reservoirs in the county still belong to agricultural registered permanent residence from the date of relocation to June 30, 2006; Agricultural registered permanent residence immigrants, who are married to non-immigrant households or non-agricultural registered permanent residence families or legally adopted, are still registered by themselves, and their spouses and children are not registered; Married or adopted in accordance with the law as immigrant families and accounts in agricultural registered permanent residence, and registered by myself and my children; College students, servicemen and other personnel who temporarily move out of their registered permanent residence shall register.
Fourth, the implementation steps of the post-migration support policy
(1) preparation stage: the county government and relevant township governments set up corresponding working institutions, and the staff of relevant departments set up special working classes. Villages and towns organize immigrant working groups in the village to widely publicize the policies, methods and ways to support immigrants in the later period, so that immigrants can actively support and cooperate with the work of supporting immigrants in the later period.
(2) Population verification and registration stage: verify the identity of immigrants by village (group), and set up cards and files according to the unified format and regulations. After the immigrant heads and villages (groups) sign the registration card, they will post the results in towns and villages (groups) for more than two times. The summary results of each township were approved by the main person in charge of the group, village and township, and then reported to the county government for approval.
(3) Planning summary and reporting stage: villages and towns shall organize the preparation of support plans for reservoir resettlement in the later period. Villages and towns should give priority to solving the outstanding problems in the preparation of infrastructure construction and economic development planning in reservoir areas and resettlement areas, and link up with the post-resettlement support planning and related special construction planning. In the late stage of reservoir resettlement, the county-level competent department shall be responsible for compiling the infrastructure and economic development plan of reservoir resettlement area, and report to the relevant departments of the city after being examined and approved by the county-level government.
(IV) Implementation of supporting policies: After the large and medium-sized reservoirs are approved by the municipal government and relevant municipal departments, the supporting policies will be implemented in the later stage according to the unified deployment of the whole city.
Verb (abbreviation of verb) measures to ensure the implementation of support policies in the later period of immigration
(1) Strengthen organizational leadership. The county has set up a leading group for reservoir resettlement in Xishui County, headed by the county magistrate and in charge of the deputy head. The leading group has an office located in the county water conservancy bureau, which is responsible for the implementation of the resettlement support policy for large and medium-sized reservoirs in the county. All members of the leading group shall, in accordance with the division of responsibilities, take the initiative to do a good job in supporting the reservoir resettlement. All relevant towns and villages should strengthen their leadership in the later stage of reservoir resettlement and set up corresponding leading institutions and offices.

All regions and relevant departments should conscientiously implement policies, strictly observe work discipline, review the number of immigrants and their immigration status in accordance with the prescribed procedures, and it is strictly forbidden to resort to deceit. It is necessary to conscientiously implement the management measures for the collection and use of support funds for reservoir resettlement, strictly manage capital expenditures, and prohibit interception and misappropriation. County-level supervision and auditing departments should intervene in advance and strengthen supervision and inspection of support funds in the later period of immigration. Problems found in the use of late support funds should be rectified within a time limit. Those who violate laws, regulations and relevant state policies should be dealt with severely according to law and discipline.
(4) Do a good job in policy propaganda. It is necessary to adhere to the correct propaganda and public opinion orientation, vigorously publicize the principles, policies and measures of the Party Central Committee and the State Council for reservoir resettlement in the new period, and create a good public opinion atmosphere for the smooth implementation of the later support policies.
