The Shaanxi Education Bureau implements a new policy for high school students to transfer schools to prevent disguised school choice

In principle, ordinary high schools that are not standardized above the provincial level are not allowed to transfer to ordinary high schools above the provincial level; schools are not allowed to accept loan students in principle... The Shaanxi Provincial Department of Education yesterday issued the "Student Status Management of Ordinary High School Students in Shaanxi Province" Measures (Trial)" (hereinafter referred to as the "Measures"), make normative provisions on the situation of high school students transferring to another school, and strictly prevent students from "choosing schools" in disguise in the name of transferring or borrowing.

The "Measures" will be implemented on June 1, starting from first-year high school students enrolling in the fall of 2011.

Failure to register within two weeks of admission will be deemed as abandonment of admission

The "Measures" stipulate that students must complete the admission procedures within the specified time. If the enrollment procedures cannot be completed as scheduled for some reason, the guardian must apply to the school for an extension of the enrollment procedures. The extension period shall not exceed two weeks. Otherwise, it will be deemed as automatic abandonment of admission.

The school registers new students in accordance with regulations and prepares student registration numbers. The province has established a unified information network management system for the electronic status of ordinary high school students to implement electronic management of the academic status of ordinary high school students in the province.

Students enrolled in violation of regulations will not be registered as students. Anyone who obtains a student status through illegal enrollment across municipalities will have his or her student status invalid and will be canceled by the education administrative department of the city where the illegal school is located.

The period of suspension of study generally cannot exceed one year

Students may apply for suspension of study due to illness or other circumstances. The period of leave of absence generally does not exceed one year. Students will retain their student status during their leave of absence. Upon expiration of the leave of absence, students should apply for resumption of study in a timely manner. When school resumes, schools should arrange learning in appropriate grades based on students' actual conditions.

If the student is still unable to return to school after the suspension period, the student and his/her guardian shall apply to the school for continued suspension within two weeks before the suspension period expires, and submit the diagnosis certificate and hospital medical record from a medical institution at or above the county level. With the consent of the school, The suspension of study can be continued after approval by the county (city, district) or municipal education administrative department.

Those who withdraw from school and miss 140 class hours may be expelled

If a student requests to withdraw from school due to special circumstances, the student and his/her guardian shall submit a written application, which shall be reviewed and approved by the school and reported to the county (city, district), Students will be dismissed from school after approval by the municipal education administrative department.

Students who have been absent from class for more than 140 hours in one semester, and have been contacted by the school and the student’s guardian many times, find that the educational assistance is ineffective; or the student’s suspension has expired and has not returned to school after being contacted by the school and the student’s guardian, or the student has not returned to school after being contacted by the school and the student’s guardian. Those who go through the formalities for continuing suspension of study in accordance with regulations will be treated as automatic withdrawal.

Transferring between schools within the county is not allowed

Students are not allowed to transfer at will. If a student must transfer to another school due to legitimate reasons such as parents' job transfer or household registration transfer, the student and his or her guardian must submit a written application, and with the consent of the school to which the student is transferring, the transfer will be approved by the county (city, district) or municipal education administrative department. .

No school shall accept students who have not completed transfer procedures. Under special circumstances, the higher education administrative department has the right to make overall arrangements for students to transfer to another school.

In principle, students are not allowed to transfer under any of the following circumstances: 1. Between schools within a county (city, district); 2. Transferring from a non-provincial-level ordinary high school above standard to a provincial-level ordinary high school above standard; 3. Graduating students; 4. Students on leave of absence.

The procedures for student transfer have also been simplified. The "Measures" stipulate that students in our province who transfer to schools in other provinces (cities, districts) only need to submit a transfer certificate issued by the school where their student status is registered to the county (city, district) or city's education administrative department for approval. There is no need to Go to the Department of Education to get it stamped.

Borrowing students should create temporary files

In principle, schools are not allowed to accept borrowing students. If students (including students from other provinces, cities, and autonomous regions) need to temporarily study in schools in other areas other than the school where their student registration is registered due to special circumstances such as parents engaging in field or mobile work, supporting frontiers, serving in active service, etc., the students and their guardians shall report to If the borrowing school submits a loan application, it must be approved by the school where the student is registered and the borrowing school, and the application must be approved by the county (city, district) and municipal education administrative departments of the school where the student is registered and the school where the student is registered. The loan will be approved. The student status of the loan student shall be retained at the school where the student status is registered. The education administrative department of the city where the school where the student registration is registered should prepare the student registration number for the borrowing students.

According to our province’s current college entrance examination reform plan, high school academic examinations and comprehensive quality evaluation will be used as one of the references for college entrance examination admissions. The "Measures" clearly stipulate that the borrowing school is responsible for the study, examination evaluation and other matters of the borrowing students during the borrowing period.

At the same time, the borrowing school will create a temporary file of the borrowing student, and when the borrowing period expires, the temporary file of the borrowing student will be handed over to the school where the borrowing student's student status is registered. The school where the student's student status is registered is responsible for matters such as proof of studies for borrowing students.

Q&A

What should students do if they are studying abroad?

The "Measures" have two major changes compared with the draft released for comments last October:

First, the draft for comments stated that students from this province who are studying in other provinces should return to the school where their student status is registered at the end of the first semester of high school. These contents are not covered in this "Measures".

Relevant staff from the Second Basic Education Division of the Provincial Department of Education explained that although this article was not included in the "Measures" in the end, the Provincial Department of Education will remind students who are studying abroad to return as soon as possible before the college entrance examination. Go to the school where your student status is registered.

Second, it was stated in the draft for comments that ordinary high school students are generally not allowed to repeat a grade. This "Measures" does not stipulate whether high school students can repeat a grade.

The staff member explained that after the high school curriculum reform in our province, a credit system was implemented, and students can graduate if they obtain more than 144 credits within 3 years. With the credit system, there is no point in repeating a grade.

It is reported that the Provincial Department of Education will choose the opportunity to further improve the "method" based on the trial implementation.

Will it trigger college entrance examination immigration?

Some parents are worried that some students will take advantage of the college entrance examination immigration in the name of transferring schools.

Relevant staff from the Second Basic Education Division of the Provincial Department of Education explained that this regulation does not conflict with the college entrance examination registration policy. Candidates who want to take the college entrance examination in Shaanxi need to meet the requirements of "permanent residence in Shaanxi for three years" and "high school student status" "Have lived in Shaanxi for three years", otherwise you will have to return to your original place of household registration to register.

Ms. Chen, a parent, said that her child is in the first year of high school in Xi'an and she plans to work in Hebei. The second and third years of high school may have to be transferred to Hebei. However, according to the regulations of our province, after the child transfers to Hebei, his student status in Shaanxi will definitely be less than 3 years. How will I take the college entrance examination? Hao Chunhuai, spokesman for the Provincial Admissions Office, explained that this situation can only be resolved through consultation between the Shaanxi Provincial Admissions Office and the Hebei Provincial Admissions Office, and specific issues will be dealt with on a case-by-case basis.

According to our province’s previous college entrance examination registration policy: Candidates or their fathers (mothers) are transferred normally due to military transfer placement or job transfer (referring to transfers handled by the personnel management departments of state agencies, institutions, and state-owned enterprises) Special candidates who have settled in Shaanxi are not subject to restrictions on household registration and student status
