Xiapukou Village is located on the west bank of the North Canal flowing through Shuangjie Town. Two kilometers upstream is Shangpukou Village, and downstream One kilometer away is Xiaxinzhuang Village. In the Liao Dynasty, it was used as a horse breeding ground for the Liao army, and it was first called Pugou. During the Yongle period of the Ming Dynasty, Han and Chai people came from the south to settle here. At that time, the Bei Canal was often flooded, and several ditches were formed here, and the depressions were full of overgrown trees. Pucao was first called Pugou and later Pukou. The number of immigrants gradually increased, and because it had the same name as Shangpukou in the upstream direction of the North Canal, it was renamed Xiapukou.

In 2013, Xiapukou Village had 553 households and 1,685 people, including 37 party members. The village's cultivated land area is 1,800 acres, and its residential area is 232 acres. In 2014, the total economic income of the village was 1.41 million yuan.
