Article 1 In order to strengthen the construction and management of nature reserves, protect typical natural ecological environment and precious natural resources, and promote economic and social development, these Regulations are formulated in accordance with the Regulations of People's Republic of China (PRC) on Nature Reserves and other relevant laws and regulations, combined with the actual situation of the autonomous region. Article 2 The term "nature reserve" as mentioned in these Regulations refers to the area or water body where representative natural ecosystems, rare and endangered wild animals and plants, natural relics with special significance and other protected objects are located, and a certain area is set aside for special protection and management according to law. Article 3 All units and individuals who construct and manage nature reserves and engage in activities related to nature reserves within the administrative area of this autonomous region must abide by the Regulations of People's Republic of China (PRC) on Nature Reserves and these Regulations. Article 4 The competent administrative department of environmental protection of the people's government of the autonomous region shall be responsible for the comprehensive management, supervision and inspection of the nature reserves in the whole region, and formulate the development plan of the nature reserves in the whole region.

The relevant administrative departments of forestry, agriculture, animal husbandry, geology and mineral resources, water conservancy and fishery in the autonomous region shall be responsible for the management of nature reserves within their respective functions and duties. Article 5 Nature reserves are divided into national nature reserves and local nature reserves at the autonomous region, prefecture (city) and county (city) levels.

The establishment of local nature reserves in the autonomous region shall be applied by the people's governments of counties, cities and prefectures where the nature reserves are located (regional administrative offices) or the relevant administrative departments of the nature reserves of the people's governments of the autonomous regions. After review by the nature reserve review committee of the autonomous region, the competent administrative department of environmental protection of the people's government of the autonomous region shall coordinate and put forward examination and approval opinions, which shall be submitted to the people's government of the autonomous region for approval, and reported to the competent administrative department of environmental protection of the State Council and the relevant nature reserves of the State Council for the record. Article 6 The development plan of nature reserves shall be incorporated into the local national economic and social development plan, and the protection of nature reserves shall be strengthened in accordance with the principle of giving priority to protection and combining protection with utilization to prevent the ecological environment and natural resources from being damaged. Seventh national nature reserves, by the people's Government of the autonomous region related to the administrative department of nature reserves or the State Council related to the administrative department of nature reserves management; The nature reserves at the autonomous region level shall be managed by the relevant administrative departments of nature reserves in the autonomous region or the people's governments at or above the county level. State (prefecture, city) and county (city) level nature reserves shall be managed by the people's government that established the nature reserves or the relevant administrative departments of the county (city) people's government. Article 8 The relevant administrative departments in charge of nature reserves shall set up special management institutions in nature reserves, staffed with professionals, and be responsible for the unified management of nature reserves in accordance with the prescribed duties. Article 9 The administrative department of nature reserves shall, jointly with local and neighboring county and township people's governments and relevant units, form a joint protection committee of nature reserves, formulate a protection convention and do a good job in protection and management. Article 10 The people's governments of counties and townships where nature reserves are located shall educate the local people to abide by relevant laws and regulations, and support the management institutions of nature reserves to manage them according to law. Article 11 The scope and boundaries of nature reserves shall be determined by the county (city) people's government where the nature reserves are located, and announced by the people's government that approved the establishment of nature reserves after consulting the people's government and relevant units.

Without approval, no unit or individual may move the landmarks of nature reserves without authorization. Twelfth the relevant administrative departments of nature reserves may, according to the natural resources of nature reserves, divide nature reserves into core areas, buffer areas and experimental areas, and make an announcement; If it is not partitioned, it shall be managed in accordance with the provisions of the state on the core area and buffer area.

The management of the core area, buffer area and experimental area of nature reserves shall be carried out in accordance with the Regulations of People's Republic of China (PRC) on Nature Reserves. Thirteenth the construction and development of nature reserves should be unified planning and management.

The administrative departments of nature reserves at all levels in the autonomous region shall, jointly with the relevant departments of the people's governments where the nature reserves are located, organize the preparation of the construction and development plans of nature reserves, incorporate them into the investment plans of the people's governments at the corresponding levels or departments according to the prescribed procedures, and organize their implementation. Article 14 All units and individuals have the obligation to protect the natural environment and natural resources of nature reserves, assist and support the management of nature reserves, and have the right to stop, report and accuse the illegal acts of destroying and occupying nature reserves. Fifteenth planning and management of nature reserves, should take into account the needs of local economic construction and residents' production and life. The original units and residents in nature reserves shall abide by the relevant provisions of nature reserves, and may contract labor services or protection and management tasks organized by nature reserves to increase economic income. Sixteenth according to the provisions of the state and the needs of nature reserve management, public security institutions or public security commissioners can be set up in nature reserves to maintain public order in nature reserves and investigate and deal with illegal acts of destroying nature reserves according to law. Article 17 Foreigners entering nature reserves shall go through the examination and approval procedures in accordance with relevant state regulations.
