The role of the European Coal and Steel Treaty is to promote

The European coal and steel joint venture plan was put forward by French Foreign Minister Schumann in 1950, suggesting that countries willing to entrust the management of coal and steel departments in their own economies to an independent institution should establish a joint coal and steel market. Since then, six western European countries, including France, West Germany, Italy, Belgium, the Netherlands and Luxembourg, have started negotiations on the basis of this plan. 1951April 18, with the support of the United States, France, the Federal Republic of Germany, Italy, Belgium, the Netherlands and Luxembourg signed the 50-year-old European Coal and Steel Treaty in Paris according to the Schumann Plan. The basic task of the treaty is to establish a single market for coal and steel, cancel relevant tariff restrictions and intervene in the production, circulation and distribution process.

1On July 25th, 952, the treaty came into effect, which declared the establishment of the isomorphism of coal and steel in Europe and formally established a supranational authority-institution of higher learning. The high-level organization is composed of nine people and has the power of coal and steel. It is responsible for coordinating the coal and steel production of member countries and ensuring effective competition within the same organization. It has the power to produce, invest, allocate prices and raw materials in the same institution, and even has the power to develop or close some enterprises or departments, and is in charge of the relationship between the same institution and third countries and relevant international organizations. The decisions taken by IAEA must be implemented by all member States. In addition, the European Coal and Steel Community has a Council of Ministers, a Parliament and a court.

The isomorphism of European coal and steel is the first organization with supranational authority in Europe's long history. For the first time, the governments of member countries gave up part of their sovereignty and handed over the exercise of these sovereignty to a high-level institution independent of member countries. 1April 8, 965, European coal and steel * * * merged with European economy * * and EURATOM * * through the merger treaty.
