Subsidy Policy for Reservoir Resettlement in Shouxian County

The State Council decided to adjust and improve the reservoir resettlement policy, raise the compensation and subsidy standards in the early stage, increase support in the later stage, and strive to improve the production and living conditions of migrants.

Recently, the State Council issued Decree No.47 1, and the newly revised Regulations on Land Requisition Compensation and Resettlement for Large and Medium-sized Water Conservancy and Hydropower Projects will be implemented on September12006. At the same time, the Opinions of the State Council on Improving the Support Policy for Large and Medium-sized Reservoir Resettlement was issued (Guo Fa [2006] 17). This is a major adjustment of the national reservoir resettlement policy, which has raised the compensation and subsidy standards in the early stage for newly-built large and medium-sized water conservancy and hydropower projects, standardized the resettlement system, increased the late support for rural migrants benefiting more than 22 million large and medium-sized reservoirs, and improved the support methods, marking that China's reservoir resettlement work has entered a new stage, which will certainly promote the sustainable economic and social development of reservoir areas and resettlement areas.

Since the founding of New China, China has carried out large-scale water conservancy and hydropower construction, and built more than 85,000 reservoirs of various types, including more than 3,000 large and medium-sized reservoirs with a total storage capacity of 550 billion cubic meters and installed hydropower capacity of 654.38+0.2 billion kilowatts. These projects have brought great benefits in flood control, power generation, irrigation, water supply and ecology, and played an important role in supporting and ensuring national economic and social development. At the same time, decades of water conservancy and hydropower projects have also produced tens of millions of immigrants, who have made important contributions to the country's economic construction. The CPC Central Committee and the State Council have always attached great importance to the work of reservoir resettlement and are very concerned about the production and life of the migrants. Especially since the reform and opening up, they have adopted a series of policies and measures to gradually raise the compensation and subsidy standards for immigrants in the early stage, set up reservoir maintenance funds, reservoir construction funds and post-support funds, increased post-support efforts, continuously improved the resettlement conditions of immigrants, and solved the outstanding difficulties in the production and life of immigrants. The reservoir resettlement work has achieved certain results, and the production and living conditions of immigrants have been continuously improved. However, due to various reasons, reservoir migration is still difficult in general, and a considerable number of immigrants are still in poverty.

Since the 16th National Congress of the Communist Party of China, the central government has put forward that Scientific Outlook on Development should take the overall situation of economic and social development, made clear the basic strategy of coordinating urban and rural development, made an important judgment that China has entered the stage of promoting agriculture through industry and bringing rural areas through cities, formulated the "three rural issues" policy, put forward the important historical task of building a harmonious socialist society and building a new socialist countryside, and laid a solid ideological foundation for further improving the reservoir resettlement policy. The CPC Central Committee and the State Council, judging the situation, made a major decision to adjust and improve the reservoir resettlement policy from the perspective of practicing Theory of Three Represents and embodying the concept of governing for the people. The executive meeting of the State Council deliberated and adopted the revised draft of immigration regulations and opinions on improving the later support policies. A few days ago, the State Council held the first national conference on reservoir resettlement since the founding of the People's Republic of China, which mobilized and deployed the reservoir resettlement work in the new period.

The Central Committee of the Communist Party of China and the State Council require that to do a good job in reservoir resettlement in the new era, we must take Deng Xiaoping Theory and Theory of Three Represents as the guidance, fully implement the Scientific Outlook on Development, adhere to the people-oriented principle, pay equal attention to engineering construction, resettlement and ecological protection, adhere to the policy of development resettlement, raise the standard of compensation and subsidies in the early stage, increase the support in the later stage, improve the support methods and improve the production and living conditions of immigrants. Gradually establish a long-term mechanism to promote the economic development of the reservoir area, increase the income of reservoir immigrants, improve the ecological environment and stabilize rural society, so that reservoir immigrants can enjoy the fruits of reform and development and realize the sustainable economic and social development of the reservoir area and resettlement areas.

According to the newly revised regulations, the new standards for land acquisition compensation and subsidies for large and medium-sized water conservancy and hydropower projects will be implemented after September 2006 1. At the same time, in order to solve the problem of resettlement in old reservoirs, the central government has decided to expand the scope of later support, raise the standards of support and extend the period of support from the second half of this year, so that immigrants can get more benefits.

The State Council demanded that all regions should strengthen their leadership over the reservoir resettlement work, and provincial governments should take overall responsibility for the reservoir resettlement work in their own regions, carefully organize, carefully arrange and widely publicize it, and conscientiously implement the newly revised reservoir resettlement regulations and perfect support policies, so that the masses of reservoir migrants can fully feel the care of the CPC Central Committee and the State Council and get tangible benefits. At the same time, it is necessary to strengthen the management of the collection and use of support funds in the later period of immigration, intensify supervision and inspection, and resolutely investigate and deal with illegal acts of arrears, interception and misappropriation of funds. At present, all localities have begun to implement the State Council's policy of improving the support for the resettlement of large and medium-sized reservoirs. On the basis of a thorough investigation, various regions have formulated detailed implementation plans, and pilot projects are being carried out in a planned and step-by-step manner. On the basis of summing up the pilot projects, they will be fully launched nationwide this year.
