Can I send a Portuguese visa to the immigration office?

You can't. Portuguese visa application requires the applicant to submit materials, interview and visa approval in person at the Portuguese embassy or consulate. Immigration refers to the Portuguese Immigration and Border Service, which is responsible for handling Portuguese immigration and residence affairs. It has nothing to do with the visa, so you can't issue a Portuguese visa to the Immigration Bureau.
