Chapter 3 Organizational Structure and Responsibilities

Chapter 4 Enrollment Plan
< p>Article 8: Within the annual enrollment scale approved by the Provincial Department of Education, based on the college’s development plan and comprehensive consideration of social needs and employment of graduates, the college will formulate enrollment plans for provinces, majors, and types, and submit them to the Provincial Department of Education for review and filing. Afterwards, the Provincial Department of Education will issue the order to the Provincial Admissions Office to announce it to the public.Article 9 The enrollment majors and plans shall be subject to the announcement of the Shaanxi Provincial Education Examination Authority.
Chapter 5 Admission Rules
Article 10 For requirements on candidates’ physical health, please refer to the “Guidance on Physical Examination for General College Admissions” and relevant regulations.
Article 11 Admission Principles for Art Majors:
(1) Some majors also recruit liberal arts and science majors.
(2) Art candidates, on the basis of passing the unified examination (joint examination) scores in cultural courses and professional courses, will be admitted from high scores to low scores according to professional course scores. If the scores in the professional courses are the same, the students will be sorted by the scores and rankings in the cultural courses from high to low.
(3) During the admission process, if the admissions office (examination institute) of the student’s source province (autonomous region, municipality)
has other specific requirements for the admission method, the student’s source province (autonomous region, municipality) will apply. The specific requirements of the autonomous regions and municipalities) recruitment offices (examination institutes) shall be implemented.
(4) Candidates majoring in broadcasting, choreography and directing in this province, who have both professional and cultural scores, will be admitted from high to low according to their scores in cultural courses. If the scores in the cultural courses are the same, the students will be sorted by the scores and rankings in the professional courses from high to low. Our school does not recognize candidates’ relevant scores from other schools.
Article 12 Our institute recognizes the preferential policies for college entrance examination points added by each province (autonomous region, municipality directly under the Central Government) based on the relevant documents of the Ministry of Education. Candidates who meet the conditions for extra points will be queued according to their total scores after adding points, and candidates who meet the conditions for reduced points will be queued according to their actual total scores. When the total scores in the college entrance examination are equal, priority will be given to candidates with high scores in major-related subjects, candidates with extra points for policy consideration, and candidates with other specialties.
Article 13: During admission, priority will be given to and fully respect the candidate’s first major preference (or the higher ranked major preference). If the first major choice cannot be satisfied, the second major choice will be arranged, and so on. If all majors cannot be satisfied, if they obey the major adjustment, the college will adjust them to the corresponding major according to the actual situation. If the college entrance examination results cannot meet the reported professional aspirations and the candidates do not comply with the adjustment, the college will try its best to contact the candidates and seek their opinions again. If the candidates still do not comply with the adjustment, the application will be withdrawn.
Article 14: There are no restrictions on the ratio of men to women during admission.

Chapter 6 Charging Standards
Article 16 Our hospital determines the charging standards in strict accordance with the spirit of relevant documents of the Shaanxi Provincial Department of Education and the Price Bureau.
Charging standards:
Drama performance, stage art design and production, drama film and television performance, broadcasting and hosting, radio, film and television program production, photography and video technology, film and television multimedia technology, film and television animation, The tuition fee for dance performance, music performance, piano tuning, environmental art design, visual communication design and production, arts and crafts design, animation design, digital media art design, fine arts, and modern pop music is 9,000 yuan per student per academic year.
The tuition fee for virtual reality application technology, preschool education, and early education majors is 5,500 yuan/student per academic year.
Accommodation fee: 800-1,200 yuan/student/school year (with heating and bathroom); 650 yuan/student/school year (with heating).
Chapter 7 Awards, Loans and Financial Assistance Measures for Needy Students
Article 17 The college implements "scholarships, grants, student loans from students' origins, hardship subsidies, and tuition exemptions" and other funding measures, and open a "green channel" during registration to ensure the smooth admission of students with financial difficulties.
1. National scholarship:
Supports students whose families are particularly financially disadvantaged, 3,800 yuan/school year.

Article 18 Student Loans: Our college is a general university determined by the Shaanxi Provincial Department of Education that can apply for student loans from the place of origin. Candidates with financial difficulties in their families can apply for student loans from the place of origin. The upper limit of the loan is 8,000. Yuan.
Chapter 8 Other Instructions
Article 19 Admitted freshmen must report to our school according to the registration time specified in the admission notice. Those who are unable to register on time due to special reasons should submit a leave application to the Admissions Office of our school. Registration can be postponed only with approval. Those who extend the registration for one month without reason will be treated as automatically giving up their admission qualifications.
Article 20: Physical reexamination and freshman qualification review will be conducted within three months after new students enroll. If the physical examination does not comply with the "Guiding Opinions on Physical Examination for General College Admissions" or there is fraud in the qualification examination, the college will cancel their admission qualifications.
Chapter 9 Supplementary Provisions
Article 21 Our college has not entrusted any intermediary agency or individual to conduct enrollment and admission, and does not charge any fees other than those prescribed by the state. Our hospital reserves the right to pursue responsibilities in accordance with the law against intermediaries or individuals who carry out illegal enrollment promotion and other activities in the name of our hospital.
Article 22: This charter is formulated by the Admissions Committee of our college, submitted to the Provincial Department of Education for review and approval, and announced and effective by the Provincial Education Examination Authority.
Article 23 If matters are not covered in this charter or are inconsistent with the enrollment policies of the province where students come from, the relevant policies and regulations of the Ministry of Education and the enrollment of ordinary colleges and universities in the province of student origin shall prevail, and the Admissions and Employment Department will be responsible for the explanation.
