Regulations of Putian Dongzhen Reservoir Area on Water Environment Protection

Chapter I General Provisions Article 1 In order to protect and improve the water environment of Dongzhen Reservoir drinking water source protection area (hereinafter referred to as Dongzhen Reservoir Area), ensure the safety of drinking water and promote the construction of ecological civilization, in accordance with the People's Republic of China (PRC) Environmental Protection Law, the People's Republic of China (PRC) Water Pollution Prevention Law, the People's Republic of China (PRC) Water Resources Law and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the prevention and control of water pollution, ecological protection, supervision and management in Dongzhen reservoir area. Article 3 Dongzhen reservoir area is divided into first-class protected areas and second-class protected areas. The scope of the first-class protected area includes the waters and land (excluding roads) within the roads around Dongzhen Reservoir; The scope of the secondary protection zone includes the whole basin of Dongzhen Reservoir (except the scope of the primary protection zone). The specific boundaries are delineated in accordance with the plan approved by the provincial people's government and announced to the public.

Because of * * * interests and changes in the natural environment need to adjust the scope of Dongzhen reservoir area, the Municipal People's government shall fully demonstrate, report to the provincial people's government for approval according to procedures, and announce it to the public. Fourth Dongzhen reservoir water environment protection work should adhere to the principle of giving priority to protection, combining prevention with control, comprehensive management, and whoever damages is responsible. Article 5 The Municipal People's Government shall strengthen the leadership over the water environment protection in Dongzhen reservoir area.

City and county (District) people's governments shall incorporate the water environmental protection work in Dongzhen reservoir area into the national economic and social development plan, and formulate the water environmental protection objectives and annual plans.

The relevant township (town) people's government is responsible for the specific work of water environment protection in Dongzhen reservoir area within its administrative area.

The relevant villagers' committees shall assist in the protection of water environment in Dongzhen Reservoir area. Article 6 The competent department of ecological environment shall be responsible for the unified supervision and management of water environmental protection in Dongzhen reservoir area.

The water administrative department is responsible for the supervision and management of water resources dispatching, soil and water conservation and water conservancy project construction in Dongzhen reservoir area.

Development and reform, public security, civil affairs, finance, urban and rural planning, natural resources, housing and urban and rural construction, transportation, agriculture and rural areas, emergency management, forestry, fisheries and other relevant departments and institutions shall, according to their respective functions and duties, do a good job in the supervision and management of water environmental protection in Dongzhen reservoir area.

Dongzhen reservoir management agency is responsible for the daily inspection and management of water environmental protection in the first-class protected areas. Article 7 The Municipal People's Government shall set up special funds for water environmental protection in Dongzhen Reservoir Area, and the specific measures shall be formulated by the Municipal People's Government. Eighth people's governments at all levels and relevant departments should strengthen the publicity and education of water environment protection in Dongzhen reservoir area.

Newspapers, radio, television and online media should actively carry out public welfare publicity on water environment protection in Dongzhen reservoir area. Ninth all units and individuals have the obligation to protect the water environment in Dongzhen reservoir area, and have the right to dissuade and report acts of sabotage. Chapter II Prevention and Control of Water Pollution Article 10 The water quality standard of the first-class protected areas shall not be lower than the second-class standard of the National Environmental Quality Standard for Surface Water.

The water quality standard of the two protected areas shall not be lower than the Class III standard of the National Environmental Quality Standard for Surface Water, and ensure that the water quality flowing into the first protected area meets the prescribed standards. Eleventh protected areas gradually closed management. The Municipal People's Government shall set up warning signs and geographical landmarks on the land boundary of the first-class and second-class protected areas; Facilities such as isolation and protection, video surveillance, monitoring and early warning should be set up around the land boundary, water intake and important water supply facilities of the first-class protection zone.

No unit or individual may damage, alter or move warning signs and geographical landmarks without authorization, and may not occupy or destroy facilities such as isolation protection, video surveillance, monitoring and early warning. Twelfth in the two protected areas prohibit the following acts:

(a) new construction, renovation and expansion of construction projects that discharge pollutants;

(2) setting up sewage outlets;

(3) Discharging sewage, dumping garbage and other wastes into water bodies, or piling up and storing solid wastes and other pollutants that may pollute water bodies;

(4) Mining, sand mining, quarrying, earth borrowing and blasting;

(five) the establishment of slaughterhouses (fields), livestock and poultry farms and breeding communities;

(6) The reclaimed water is used for land reclamation;

(7) using pesticides and abusing chemical fertilizers;

(8) Dumping animal carcasses in water bodies;

(9) Washing vehicles with water;

(10) Poisonous fish, electric fish and fried fish;

(eleven) failing to take measures to engage in cage culture, tourism and other activities in accordance with the provisions;

(twelve) other acts prohibited by laws and regulations. Thirteenth in the first-class protected areas, in addition to the prohibited acts stipulated in article twelfth, the following acts are also prohibited:

(a) new construction, renovation and expansion of water supply facilities and construction projects unrelated to water conservation;

(2) washing clothes and utensils with water;

(three) engaged in cage culture, breeding, catering, tourism, swimming, fishing, release, camping, picnic and other activities;

(4) Planting crops and stocking livestock and poultry;

(5) Building cemeteries and cemeteries;

(6) Water training and other water sports and recreational activities;

(7) Launching, berthing or operation of ships, rafts and other navigation vehicles that do not perform official duties of water environmental protection;

(eight) other acts prohibited by laws and regulations. Article 14 The people's governments of cities and counties (districts) shall order the construction projects that have been built to discharge pollutants, the sewage outlets that have been set up, and the construction projects that have been built in the first-class protection areas and have nothing to do with water supply facilities and water source protection to be dismantled.

The existing cemeteries and cemeteries in the first-class protected areas, except those of historical, artistic and scientific value protected by the state, shall be moved or buried within a time limit, leaving no graves.
