Chapter 1 General Provisions Article 1 In accordance with the provisions of the Constitution of the People's Republic of China, the Law of the People's Republic of China on Regional Ethnic Autonomy and the Autonomy Regulations of Liangshan Yi Autonomous Prefecture, combined with the provisions of the Muli Tibetan Autonomous County These regulations are formulated based on the national, political, economic and cultural characteristics. Article 2 The Muli Tibetan Autonomous County (hereinafter referred to as the autonomous county) is the place where the Muli Tibetan people practice regional autonomy within the jurisdiction of the Liangshan Yi Autonomous Prefecture in Sichuan Province. There are also Han, Yi, Mongolian, Miao, Naxi, Buyi, Zhuang, Lisu, Hui, Bai and other ethnic groups living in the territory.

The autonomous county’s self-government agency is located in Qiaowa Town. Article 3 The self-government organs of autonomous counties are the first-level local government organs of the state.

In accordance with the provisions of the Constitution, the Regional Ethnic Autonomy Law and other relevant laws, the self-government organs of autonomous counties exercise the functions and powers of local state organs at the county level and at the same time exercise their autonomy. Article 4 The self-government organs of autonomous counties shall safeguard the unity of the country and ensure the local observance and implementation of the Constitution and laws. Put the overall interests of the country first and actively complete various tasks assigned by superior state agencies.

Based on the actual situation of the county and without violating the principles of the Constitution and laws, the self-government organs of autonomous counties have the right to adopt special policies and flexible measures to accelerate the development of various construction undertakings in autonomous counties.

If the resolutions, decisions, orders and instructions of the superior state agency are not suitable for the actual situation of the county, the self-government agency of the autonomous county may, with the approval of the superior state agency, modify the implementation or stop the implementation. Article 5 The self-government organs of autonomous counties shall maintain and develop socialist ethnic relations of equality, mutual assistance, unity and cooperation, and harmony and prosperity among all ethnic groups. Citizens of all ethnic groups enjoy the rights stipulated in the Constitution and laws, and must fulfill their obligations stipulated in the Constitution and laws.

Autonomous counties protect the legitimate rights and interests of women, children and the elderly in accordance with the law, and ensure that women enjoy equality between men and women, freedom of marriage and other rights. Article 6 The self-government organs of autonomous counties ensure that all ethnic groups in the county have the freedom to use and develop their own spoken and written languages, and have the freedom to maintain or reform their own customs and habits. Article 7 The self-government organs of autonomous counties guarantee the freedom of religious belief for citizens of all ethnic groups.

No state agency, social group or individual may force citizens to believe in a religion or not believe in a religion, nor may they discriminate against citizens who believe in a religion or citizens who do not believe in a religion.

The self-government organs of autonomous counties protect normal religious activities. No one may use religion to engage in activities that disrupt social order, harm citizens' health, or hinder the country's education system.

Religious groups and religious affairs are not subject to foreign control. Article 8 The self-government organs of autonomous counties shall respect and protect the rights of the people's congresses and people's governments of ethnic townships to adopt specific measures suitable for the characteristics of the ethnic groups in accordance with the law, and help ethnic townships develop economic and cultural construction undertakings.

The head of the ethnic township shall be the citizen of the ethnic minority who established the ethnic township. Article 9 The self-government organs of autonomous counties shall strengthen the construction of political power in townships and towns. Township and town people's governments guide and help village committees strengthen organizational construction and carry out their work.

In accordance with the provisions of the Military Service Law, autonomous counties strengthen people's armed work and do a good job in building militia and reserve systems. Article 10 The self-government organs of autonomous counties lead the people of all ethnic groups to focus on economic construction, adhere to the socialist road, adhere to the people's democratic dictatorship, adhere to the leadership of the Communist Party, adhere to Marxism-Leninism and Mao Zedong Thought, implement administrative reform and opening up, and implement self-reliance, Work hard and develop social productive forces. Carry forward socialist democracy and improve the socialist legal system. Strengthen ideological and political work, promote the construction of socialist material civilization and spiritual civilization, and build autonomous counties into prosperous, wealthy, democratic, civilized, united, and progressive ethnic autonomous areas. Chapter 2 Autonomous Organs of Autonomous Counties Article 11 The autonomous organs of autonomous counties are the People’s Congress of the Autonomous County and the People’s Government of the Autonomous County.

The self-government organs of autonomous counties implement the principle of democratic centralism. Establish and improve procedures and systems for democratic decision-making and democratic supervision. Article 12 The Autonomous County People's Congress is the local state power organ of the autonomous county.

The composition of the deputies to the Autonomous County People's Congress should reflect the Tibetan people's right to exercise regional autonomy and the principle of being conducive to ethnic unity. The number and proportion of representatives of each ethnic group in the Autonomous County People's Congress shall be determined in accordance with the law and the relevant provisions of the Standing Committee of the Sichuan Provincial People's Congress, and shall be directly elected by citizens in accordance with the election law.

The Autonomous County People’s Congress has the power to formulate autonomy regulations and separate regulations in accordance with the political, economic and cultural characteristics of the autonomous county, and submit them to the Standing Committee of the Sichuan Provincial People’s Congress for approval before implementation. Article 13 The Standing Committee of the Autonomous County People's Congress is the permanent organ of the Autonomous County People's Congress and is responsible for and reports on its work to the Autonomous County People's Congress.

Among the members of the Standing Committee of the People's Congress of an autonomous county, the proportion of Tibetan personnel can be slightly higher than the proportion of the population, and a Tibetan citizen should serve as the director or deputy director. Article 14 The People's Government of an autonomous county is the executive organ of the People's Congress of an autonomous county and is the local state administrative organ of the autonomous county.

The people's government of an autonomous county is responsible for and reports on its work to the people's congress of the autonomous county and the people's government at the higher level. When the Autonomous County People's Congress is not in session, it shall be responsible to and report to the Standing Committee of the Autonomous County People's Congress.
