-Improve the immigration policy. Adhere to people-oriented, adjust measures to local conditions, constantly sum up the experience of immigration work, innovate the thinking of immigration work, strengthen the research and improvement of immigration policy, formulate and improve policies and measures such as social security for immigrants, urbanization resettlement, building before moving, actively explore and promote social management of immigrants with little soil and no soil, study and formulate new mechanisms for local and immigrants to participate in immigration work, strengthen supervision and management of immigration work, and implement the provincial government's immigration policy to provide policy guarantee for immigration work, promote the smooth construction of the project, and ensure the harmony and stability of the reservoir area.

-Do a good job in ecological protection. Carry out ecological compensation, overall development of trunk and tributaries, and study on the health evaluation system of river ecosystem to strengthen ecological environment protection.

Strengthen the management of hydropower industry, and establish and improve a construction management system with clear responsibilities and participation of the state, local governments, enterprises and other relevant parties. Adjust and improve the investment management system with the project approval system as the core, and give play to the independent decision-making of enterprises and the macro-control of the government; Study and improve the policy system in line with the actual development of hydropower, actively promote the marketization reform process of hydropower price, further improve the management and operation mechanism of pumped storage power station construction, and promote the sustainable and healthy development of hydropower construction.

-Strengthen overall planning and coordination. Strengthen coordination with relevant industries and localities, coordinate hydropower development with comprehensive utilization of water resources, ecological protection, resettlement and regional development, and study and establish a management mechanism that combines comprehensive supervision of hydropower development with industry supervision in line with the laws of hydropower development and management requirements. Strengthen hydropower science education and public opinion propaganda to create a good external environment for hydropower development. Give full play to the technical support, industry self-discipline, communication and coordination functions of industry organizations, enterprise associations and professional institutions in hydropower construction, build a harmonious and orderly hydropower development management service system, and promote the sustainable and healthy development of hydropower construction.

-Strengthening planning, organization and management. Strengthen the guiding role of the "Twelfth Five-Year" hydropower development plan, standardize the order of hydropower resources development, strengthen the management of capital construction, prevent disorderly development, and ensure the rational layout, orderly development and the realization of planning objectives. All regions and large-scale enterprises should reasonably formulate hydropower development plans of their own regions and systems according to this plan, do a good job in connecting with relevant plans such as water conservancy, water transport and land, refine the main tasks put forward in this plan, and form an important starting point for implementing this plan. The investment department is responsible for improving the management system of hydropower investment and promoting the reform of hydropower price; The competent department of energy is responsible for the formulation of hydropower policies and regulations, major project construction audit, major issues research and demonstration and other industry management work; Environmental protection, land, water conservancy, earthquake and other departments are responsible for strengthening the ecological environment protection, construction land, water resources utilization, soil and water conservation, earthquake and other related businesses of hydropower development.
