Article 12 of the Guiding Opinions of the State Council on Launching the Pilot Project of New Rural Social Endowment Insurance is connected with the new rural social endowment insurance system on the basis of properly handling the creditor's rights of the old rural social endowment insurance fund. In the pilot area of the new rural insurance, all the insured persons who have participated in the new rural insurance, reached the age of 60 and have received the new rural insurance pension can directly enjoy the basic pension of the new rural insurance; For the insured who have participated in the old-age insurance, have not reached the age of 60, and have not received the pension, the funds in the personal account of the old-age insurance should be incorporated into the personal account of the new rural insurance, and continue to pay according to the payment standard of the new rural insurance, and enjoy the corresponding treatment when meeting the prescribed conditions. Measures for the connection between the new rural endowment insurance and other old-age insurance systems, such as the basic old-age insurance for urban workers, shall be formulated by Ministry of Human Resources and Social Security in conjunction with the Ministry of Finance. It is necessary to do a good job in linking the new agricultural insurance system with social security for landless peasants, reservoir resettlement support policies, rural family planning reward and assistance policies, rural five-guarantee support, social preferential treatment, rural minimum living security system and other policy systems. The specific measures shall be studied and formulated by Ministry of Human Resources and Social Security and the Ministry of Finance jointly with relevant departments.
