You can only get married first, then apply for a visa to visit relatives, and live together 1 year before you can apply for immigration.

The biggest problem now is that we haven't been together long enough, and applying for a visit visa may not be successful. You can try to explain that you have lived together for a long time, such as some letters, photos taken together at different times, common accounts, the same property, and letters of proof provided by relatives and friends.

After living together 1 year, you must live in New Zealand for at least 184 days each year for two years, which means you can go back to China or go to other places, but the time outside New Zealand can't exceed 180 days each year. It will take you two years to apply for a permanent visa.
