The water conservancy projects referred to in these regulations refer to various projects that develop, utilize, control, allocate and protect water resources and prevent floods and storm surges. Article 3 People's governments at or above the county level shall strengthen leadership in water conservancy project safety management, coordinate and resolve major issues in water conservancy project safety management within their respective administrative regions, urge relevant departments to perform their water conservancy project safety management responsibilities in accordance with the law, and ensure the safety and normality of water conservancy projects. operation, and give full play to the role of water conservancy projects in the development and utilization of water resources and disaster prevention and reduction. Article 4 The water administrative departments of the people's governments at or above the county level (hereinafter referred to as the water administrative departments) are responsible for the supervision and management of water conservancy projects within their respective administrative regions.

Other relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in the supervision and management of water conservancy projects.

The township people's government (including the sub-district office, the same below) is responsible for the supervision and management of water conservancy projects constructed and managed by rural collective economic organizations within its own administrative region, as well as other water conservancy projects determined by the county-level people's government. Article 5 Water conservancy projects shall be subject to hierarchical and classified management. The water administrative department shall bear industry management responsibility for the safety of water conservancy projects. Design units and designers are responsible for the design quality of water conservancy projects and assume corresponding quality and safety responsibilities within the design service life. Article 11 Supervision units shall undertake supervision business within the scope of their qualification levels.

When a supervision unit undertakes supervision business, it shall assign supervision personnel with corresponding qualifications to the construction site to perform on-site supervision as required. During the construction of important parts of the project and hidden projects, supervisors shall conduct on-site supervision throughout the whole process; if the whole-process on-site supervision is not implemented, the supervisors shall not sign supervision opinions. Article 12 A construction unit shall undertake construction business within the scope of its qualification level.

The construction unit shall establish and implement a safety production responsibility system to ensure the safety of project construction and the safety of the project during the construction period.

When a production safety accident occurs during the construction of a water conservancy project, the construction unit shall report it to the emergency management department and the water administrative department in accordance with relevant regulations. Article 13 When preparing project budget estimates, water conservancy project construction units shall determine the costs required for the safe working environment and safe construction measures of the construction project, and clarify the construction safety measures for the construction project.

Water conservancy project construction units shall not impose requirements on survey, design, construction, supervision and other units that violate production safety regulations or mandatory standards. Article 14: No unit or individual may request in any name to shorten the reasonable construction period necessary to ensure the quality of water conservancy projects.
