Overseas personnel include foreigners (including stateless persons), overseas Chinese and China citizens from Hongkong, Macau and Taiwan Province provinces.
1. A foreigner refers to a person who does not have China nationality according to the Nationality Law of the People's Republic of China.

The Ministry of Foreign Affairs and the State Administration of Immigration of People's Republic of China (PRC) issued an announcement on temporarily stopping the entry of foreigners with valid Chinese visas and residence permits. In view of the rapid spread of the COVID-19 epidemic around the world, China has decided to start from 0: 00 on March 28th, 2020:
1. Temporarily stop foreigners from entering the country with current valid visas and residence permits, and temporarily stop foreigners from entering the country with APEC business travel cards.
2. Suspension of port visas, 24/72/ 144-hour transit visa exemption, Hainan entry visa exemption, Shanghai cruise visa exemption, Hong Kong and Macao foreigners 144-hour entry visa exemption, Guangxi ASEAN tour group visa exemption and other policies.
3. Entry with diplomatic, official, courtesy and C visa will not be affected. Foreigners who come to China to engage in necessary economic, trade, scientific and technological activities and urgent humanitarian needs may apply for visas from China embassies and consulates abroad.
All entry personnel must go through strict quarantine procedures and effectively implement quarantine measures. Persons who have lived in countries with high epidemic incidence within/0/4 days before the entry date shall be put under 24-hour observation, and those who have symptoms such as fever, dry cough, fatigue or positive nucleic acid test shall be immediately sent to designated hospitals for isolation treatment, and their close contacts shall be isolated for/0/4 days.
5. During the period of centralized isolation, single room isolation must be strictly implemented, and a temperature test should be conducted in the morning and evening. Home isolators should try to reduce close contact with * * * residents and do a good job of self-protection.
