During the American Civil War, what laws did Lincoln government issue to curb the expansion of southern plantations to the west?

The Homestead Law, also known as the Land Law and the Immigration Law, was promulgated by the federal government of the United States in 1862, aiming at agricultural development and distributing the state-owned land in the western part of the United States to the vast number of immigrants free of charge. After the independence of the United States, the federal government nationalized the western land and decided to sell it in batches to increase government revenue, repay the national debt and meet the requirements of land speculators.
