Will civil servants be expelled from administrative detention?

Article 38 If a civil servant of an administrative organ is placed on file for investigation in violation of law and discipline and is unfit to continue to perform his duties, the appointment and removal organ may decide to suspend him from performing his duties. Civil servants under investigation are not allowed to communicate, leave the country, resign from public office or go through retirement procedures during the investigation of violations of law and discipline.
