Article 1 In order to strengthen the protection and management of drinking water sources in Nanwan Reservoir, prevent and control water pollution, and ensure the safety of drinking water, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Water Pollution and other laws and regulations, combined with the actual situation. Article 2 These Regulations shall apply to the protection, management and utilization of drinking water sources in Nanwan Reservoir. Article 3 The drinking water source protection of Nanwan Reservoir adheres to the principles of people-oriented, scientific planning, unified management and graded responsibility, and implements rational development and sustainable utilization of water resources. Article 4 Xinyang Municipal People's Government shall strengthen the protection of drinking water sources in Nanwan Reservoir, incorporate it into the national economic and social development plan, and formulate the long-term plan and annual work plan for the protection of drinking water sources in Nanwan Reservoir; Arrange special protection funds and establish compensation and subsidy mechanism for drinking water source protection in Nanwan Reservoir; Establish and improve the responsibility system and working mechanism, promote the coordination of drinking water source protection and improve the production and living conditions of residents in protected areas. Article 5 The competent administrative department of environmental protection of Xinyang Municipal People's Government shall exercise unified supervision and management over the prevention and control of drinking water source pollution in Nanwan Reservoir. The maritime administrative agency under the transportation administrative department of Xinyang Municipal People's Government shall supervise and manage the prevention and control of water pollution from ships. Xinyang Municipal People's Government development and reform, planning, water conservancy, land and resources, finance, forestry, health, agriculture, animal husbandry, fisheries, construction, industry and commerce, public security, tourism and other departments in accordance with their respective responsibilities, cooperate with the protection of drinking water sources. Article 6 The Shihe District People's Government and the township (town) people's government involved in the protection of drinking water sources in Nanwan Reservoir shall do a good job in the protection of drinking water sources according to law within the scope of their duties. Nanwan Lake Scenic Area Management Committee and Jigongshan Management Area Management Committee shall do a good job in the protection of drinking water sources in accordance with their duties. Article 7 All units and individuals have the obligation to protect the drinking water source of Nanwan Reservoir, and have the right to stop and report the acts of polluting and destroying the drinking water source of Nanwan Reservoir. Units and individuals that have made remarkable achievements in the protection of drinking water sources in Nanwan Reservoir shall be commended and rewarded by Xinyang Municipal People's Government and its relevant departments. Eighth Nanwan Reservoir drinking water source protection areas are divided into first-class protection areas and second-class protection areas. A certain area around the drinking water source protection area is designated as a quasi-protection area.

First-class protected area: the waters from Nanwan Dam to the downstream of spillway, 400 meters south of Fujiawan, north of Tugou, east of Gaomiao and west of Qiujiawan Village; Above sea level103.5m, the land area from the water intake side to Wugongling ridge line; The land area south of Fujiawan and other foreign highways, west of Xujiawan Village, north of Jinjiawan and east of Gaomiao Village.

Second-class protected area: the waters outside the first-class protected area, west of Yejiawan, east of Sandiaoling, and surrounded by Furong Island and Gaojiawan Peninsula; Above sea level1035m, south of the watershed of Wugongling, Bijiashan and Xianshan, north of Zhou Wan and Huangjiawan, west of Zhoujiawan, Loufang Bay and Zhoudawan, and east of the watershed of Santailing Peninsula.

Quasi-protected area: all waters of Nanwan Reservoir outside the second-class protected area and land within the coastal basin with an altitude of 1035 meters.

The adjustment of the scope of protected areas and quasi-protected areas was proposed by Xinyang Municipal People's Government and promulgated and implemented after being approved by the provincial people's government. Article 9 Xinyang Municipal People's Government shall set up clear geographical landmarks and obvious warning signs at the boundary of drinking water source protection areas. No unit or individual may alter, damage or move geographical landmarks and warning signs without authorization. Tenth Nanwan Reservoir drinking water source protection area water quality protection objectives:

The water quality of the first-class protected area shall meet the second-class standard of "Environmental Quality Standard for Surface Water" stipulated by the state;

The water quality of the two protected areas shall meet the Class III standard of "Environmental Quality Standard for Surface Water" stipulated by the state;

The water quality of the quasi-protected areas shall ensure that the water flowing into the secondary protected areas meets the requirements of the water quality standards of the secondary protected areas.

The water quality of the first-class protected areas and the second-class protected areas should also comply with the national regulations on "drinking and using products that waste resources and pollute the environment". Article 11 Industrial development and landscape construction in the catchment area of Nanwan Reservoir. We should adhere to the principle of coordination between economic development and water source protection to ensure the safety of drinking water. Twelfth in other protected areas outside the first-class protected areas engaged in tourism, aquaculture, aquaculture or other production and business activities, should abide by the overall planning and special planning of protected areas. Article 13 Encourage and support residents and related enterprises in the catchment area of Nanwan Reservoir to adopt advanced and applicable technologies, develop and utilize biomass energy such as biogas, and carry out harmless treatment and comprehensive utilization of crop straws, by-products of agricultural product processing industry and waste agricultural films. Fourteenth guide and encourage residents of Nanwan Reservoir watershed to use non-phosphorus washing products, build harmless toilets, carry out village environmental improvement, and improve the living environment. Fifteenth guide and encourage the Nanwan Reservoir watershed to take ecological protection measures to prevent water pollutants from being directly discharged into the water body; Vigorously develop ecological agriculture, popularize integrated plant pest control and formula fertilization technology, encourage the application of organic fertilizers and biological pesticides, and prevent water pollution. Sixteenth to encourage and support the use of ecological aquaculture technology in Nanwan Reservoir watershed, the construction of livestock manure and wastewater comprehensive utilization or harmless treatment facilities. The completed livestock and poultry farms shall ensure the comprehensive utilization of livestock manure and wastewater and the normal operation of harmless treatment facilities, ensure the discharge up to standard and prevent water pollution.
