China is one of the countries with the most serious geological disasters and the most threatened population in the world, with complex geological conditions and frequent tectonic activities. Especially in recent years, influenced by extreme weather, earthquakes, engineering construction and other factors, geological disasters occur frequently, causing serious losses to people's lives and property. In order to further strengthen the prevention and control of geological disasters, the following decisions are made.
I. Guiding ideology, basic principles and work objectives
(1) guiding ideology. (2) Basic principles. Adhere to territorial management and graded responsibility, clarify the main responsibility of local governments to prevent and control geological disasters, and ensure government organization and leadership, division of labor and cooperation among departments, and participation of the whole society; Adhere to prevention first, combine prevention with control, scientifically use monitoring and early warning, relocation and avoidance, project management and other means to effectively avoid disaster risks; Adhere to the combination of special groups, group monitoring and prevention, give full play to the role of professional monitoring institutions, and rely on the broad masses of grassroots to do a good job in geological disaster prevention and control; Adhere to who causes the disease and who controls it, clarify the units responsible for disaster prevention and earnestly implement the responsibility for prevention and control of the hidden dangers of geological disasters caused by engineering construction; Adhere to overall planning and comprehensive management, while strengthening the prevention and control of geological disasters, coordinate and promote the prevention and control of other disasters such as mountain torrents and ecological environment management.
(3) Work objectives. During the "Twelfth Five-Year Plan" period, the task of disaster investigation in key prevention and control areas of geological disasters will be completed, and the basic situation of hidden dangers of geological disasters will be fully understood; Basically complete the project management or relocation and avoidance of major geological hazards in the Three Gorges reservoir area, Wenchuan and Yushu earthquake-stricken areas and geological hazard-prone areas; For other hidden danger points, actively carry out monitoring and early warning in combination with special groups, timely monitor and effectively deal with disasters and dangers. V. Comprehensive prevention and control measures
