The Ministry of Education has strict requirements on the qualifications of international students. What are the conditions?

If a student's parents or one of them is a China citizen with foreign nationality at birth and enters the college as an international student, in addition to meeting other registration qualifications of the college, the applicant must also have a record of living in a foreign country for more than two years in the last four years.

If one or both parents are citizens of China and reside in a foreign country, they have foreign nationality at birth, but they have no China nationality. Starting from 20021,when they apply for admission to our college as international students in this major, they should not only meet other qualifications of our college, but also hold valid foreign passports or nationality certificates for more than four years (including four years), and have a record of actually living in a foreign country for more than two years in the last four years (as of April 30 of the year of enrollment) (nine months of actually living in a foreign country in a year can be counted as one year, but entry and exit signatures are required). Overseas students who apply for admission to our college after immigrants from China, Hong Kong, Macao and Taiwan have obtained foreign nationality shall meet the conditions stipulated in the first paragraph of this notice.

Colleges and universities should strictly examine the nationality, identity and qualifications of international students applying for admission according to law. If there is any doubt about the nationality identity, it shall take the initiative to verify and confirm the nationality identity of the applicant with the exit-entry administration department of the local public security organ at or above the municipal level. Institutions of higher learning may formulate their own regulations according to this circular, and further require international students to apply for admission. They have received basic education in China and applied to enter this special stage of higher education as international students, which has aroused social concern.
