Article 39 When an aircraft flies over the land boundary, it shall be approved by the relevant competent authorities and abide by the laws and regulations of our country. Those who fly over the land boundary without approval shall be dealt with by the relevant competent authorities.

Without the approval of the relevant competent authorities, no organization or individual may control unmanned aerial vehicles to fly near the land boundary. Flight activities of model aircraft, delta wings, unmanned free balloons, etc. , refer to the management of unmanned aerial vehicles.
