[213] No.153), the provincial government decided to implement it for rural teachers in contiguous areas with special difficulties and key counties for national poverty alleviation and development. The relevant matters are hereby notified as follows.
1. Purpose and significance
Implementing the living allowance for rural teachers is an important measure to strengthen the construction of rural teachers, which fully reflects the concern of the party and the state for rural teachers and the importance attached to rural education, and has great practical and far-reaching historical significance for enhancing the professional attraction of rural teachers, encouraging outstanding teachers in cities and towns to teach in weak rural schools, improving the quality of rural education, ensuring rural students to receive quality education, promoting the balanced development of compulsory education and ensuring educational fairness.
II. Policy Contents
From January 1, 214, according to the principle of "fixed subsidies at the provincial level, independent implementation at the county level, one policy for one county, and fixed subsidies for posts", the work of living allowance for rural teachers in our province will be steadily promoted.
(1) Scope of Implementation "the State Council Poverty Alleviation Office has determined and announced the concentrated contiguous areas with special difficulties in our province and the key counties of national poverty alleviation and development work.
(2) Subsidies. Rural teachers' living allowance is paid to teachers who are on the job in public compulsory education schools in towns (townships) and villages except schools in urban areas and Chengguan towns, excluding workers and retired teachers. Strictly implement the subsidy principle of "fixed compensation by post, enjoyment on post and cancellation after leaving post". Living allowance is only for rural teachers' jobs. Teachers can enjoy it when they are on the job and cancel it naturally after leaving their posts (including retirement). Approved by the county (city, district) and above education departments to the rural public compulsory education stage school teachers and "special post teachers" enjoy the same. Teachers who are not on the job, have been loaned for more than 3 months, have been sent abroad for more than 3 months (attachment, study, etc.), and have retired (resignation, early retirement, leaving their posts to be retired) are not allowed to enjoy. Teachers who have enjoyed the work subsidy of "Special Plan for Teachers of Talent Support Program in Remote and Poor Areas, Ethnic Areas and Old Revolutionary Areas" will no longer enjoy the living allowance for rural teachers, but if it is lower than the local payment standard, it should be filled. For substitute teachers or temporary teachers, the local government shall make overall plans and consider them simultaneously.
(3) subsidy standards. The minimum subsidy standard is 4 yuan per person per month. Encourage organized localities to raise funds by themselves, and raise subsidy standards. All localities should reasonably set grades and specific standards according to factors such as the hardship of teachers' working and living conditions, focusing on small villages and teaching points and areas with difficult conditions, not eating from the same pot, not engaging in egalitarianism, and giving full play to the role of subsidy policies in attracting outstanding teachers to teach in rural schools (teaching points).
(4) sharing funds. The rural teachers' living allowance shall be borne by the provincial, municipal and county governments. The provincial finance will give a fixed subsidy to 22 yuan per person per month, and the rest of the funds will be borne by the city (state) and county (city, district). City (state) subsidy standards for counties (cities, districts) shall be determined by the municipal (state) people's governments. According to the implementation of the living allowance for rural teachers in various places, the central government will give comprehensive awards and subsidies, and the award and subsidy funds will be used as a whole for the related expenses of the reform of the financial guarantee mechanism for rural compulsory education. Third, organize and implement
(1) Strengthen organizational leadership. The local government is the main body responsible for implementing the living allowance for rural teachers.
