Driving license use

The international driver's license cannot be used alone, and must be used at the same time as the driver's national driver's license. It is the national driver's license, not the international driver's license, that gives individuals the qualification to drive cars in the territory of each contracting state.

The United Nations has never authorized any institution to issue an international driver's license, nor has it the right to "authorize" any institution to issue an international driver's license above a sovereign state.
