Combined with the actual situation of economic and social development in Baiyin City and Jingyuan County, Heishanxia Hydropower Station adopts a multi-stage low dam flow development scheme, which conforms to the situation of Jingyuan County and the wishes of the masses. If the first and second high dam schemes are adopted, more than 60,000 mu of fertile land in our county will be submerged, which will seriously affect the economic development of Jingyuan and the production and life of the people in the flooded area.
