Qiqihar, Daqing, Heihe and Daxinganling in the west of Heilongjiang, Hulunbeier and Xing 'an League in the east of Inner Mongolia should be merged to form Xing 'an Province with Qiqihar as its capital. At the same time, changing the Daxinganling area into Daxinganling city can also solve the problem of multi-head management in Daxinganling area by the way. If economic conditions permit, they all have the desire to experience. Now it depends on how you cater to it: first, build the airport in Jiagedaqi, then transform all the railways and trains transporting timber in the whole region into tourist trains, transform forest industry enterprises into tourist companies, and transform logging plants deep in the Daxinganling forest region into small hotels, which can make a lot of money. Cutting down trees should be completely banned! The state should set up a tree planting company to hire laid-off workers here and plant trees every day. The more trees you plant, the higher your salary.

6. The development model of Yichun City is basically the same as that of Daxinganling area. Since Russia is in the north, there is another way to develop border trade. Cutting down trees and encouraging tree planting here is also better than Daxinganling.

7. Shuangyashan, Hegang and Jixi should emigrate to Russia in the east, otherwise there will be no room for development and resources will be used up sooner or later. Jiamusi Suihua, two prefecture-level cities, is the most difficult to develop, and I can't figure out a way to rely on it.
