Soil and water conservation refers to the comprehensive science and technology of preventing soil erosion, protecting, improving and rationally utilizing water and soil resources in mountainous, hilly and sandstorm areas, and maintaining and improving land productivity, so as to give full play to the economic and social benefits of water and soil resources and establish a good ecological environment.

The water and soil conservation work of production and construction projects shall include the compilation of water and soil conservation plans, the design of water and soil conservation measures, the construction of water and soil conservation, the supervision of water and soil conservation, the monitoring of water and soil conservation and the acceptance of water and soil conservation facilities.

The work of soil and water conservation can be divided into three stages.

Compilation of soil and water conservation plan

According to Articles 25 and 26 of the Soil and Water Conservation Law; Regulations on Soil and Water Conservation in Guangdong Province: Articles 17, 18 and 19 require implementation. The main contents of the soil and water conservation plan should include the general situation of the project and project area, soil and water conservation evaluation, soil and water loss prediction, soil and water conservation measures arrangement, soil and water conservation investment estimation, etc.

Soil and water conservation monitoring

According to Article 4 1 of Soil and Water Conservation Law; Regulations on Soil and Water Conservation in Guangdong Province: Articles 31 and 32 require implementation. The content of soil and water conservation monitoring of production and construction projects mainly includes the whole process of project and engineering construction, land disturbance, soil erosion, prevention and control effect and soil erosion harm at each stage.

Acceptance of soil and water conservation facilities

According to Article 27 of the Soil and Water Conservation Law; Regulations on Soil and Water Conservation in Guangdong Province: Articles 22 and 23 require implementation. The main contents of acceptance of soil and water conservation facilities are to check whether the soil and water conservation facilities meet the design requirements, the construction quality, the implementation of investment, use, management and maintenance responsibilities, evaluate the effect of preventing soil erosion, and put forward treatment opinions on existing problems.

The report of water and soil conservation plan and report form shall be submitted to the water administrative department (or other water and soil conservation plan examination and approval departments determined by the local people's government, hereinafter referred to as other examination and approval departments) for examination and approval before the project starts, and the report form of water and soil conservation plan shall be managed by the commitment system.
