Excellent Talent Program - Basic Qualifications

Applicants must meet all the following basic qualifications:

1. Not applicable to nationals from the following areas: Afghanistan, Albania , Cambodia, Cuba, Laos, North Korea, Nepal and Vietnam.

2. Age: Applicants must be between 18 and 50 years old when submitting an application under this program.

3. Financial requirements: Applicants must prove that they can independently afford the life and accommodation of themselves and their dependents (if any) while living in Hong Kong, and do not need to rely on public assistance.

4. Good character: Applicants must not have any criminal record or bad immigration record, whether in Hong Kong or elsewhere.

5. Language ability: Applicants must have good written and spoken skills in Chinese or English (oral Chinese refers to Mandarin or Cantonese).

6. Basic academic qualifications: Applicants must have good academic qualifications. The general requirement is a university degree awarded by a recognized university or higher education institution. Excellent Talent Scheme - Selection Mechanism

Phase 1: Basic Qualifications Persons applying under this scheme must first meet a set of "basic qualifications" requirements before they can apply under the scheme. Points are awarded in one of two scoring systems.

Stage 4: Applicants who are approved in principle to be allocated quotas in the selection process will be issued a "Notice of Approval in Principle". Excellent Talents Scheme - Immigration Arrangements

Applicants who are allocated quotas in the selection process will be issued a "Notice of Approval in Principle". Obtaining "Approval in Principle" does not equate to formal approval for issuance of entry visa/entry permit under this scheme. Applicants must satisfy the Immigration Department that all statements and information provided during the application process are true and complete before formal approval will be obtained.

Upon formal approval, the applicant and his or her dependents (if any) will be issued an entry visa/entry permit to stay in Hong Kong under this scheme. This entry visa/entry permit label should be affixed to the blank endorsement page of the applicant's valid travel document and presented to immigration personnel when entering Hong Kong.
