Changes in Ningxia's economic life before and after the Third Plenary Session of the Eleventh Central Committee

In the first stage, from 1979 to 1984, the household contract responsibility system was fully implemented. In the second stage, from 1985 to 199 1, township enterprises sprang up, reformed the circulation system of agricultural products, developed the market system of agricultural products, and further improved the household contract system. On the one hand, adhere to the policy of "never relaxing grain production and developing diversified economy", support and encourage farmers to develop non-agricultural industries such as rural industry, commerce, transportation, construction and service industry in accordance with the laws of market economy, so that township enterprises have developed by leaps and bounds and become a new force in Ningxia's rural economy and even the entire national economy. On the other hand, the system of unified distribution and purchase of agricultural products, which has been implemented for 30 years, was abolished, and agricultural products were freely listed and traded, thus strengthening market supervision. While continuing to play the leading role of state-owned commerce, we should encourage farmers to enter the circulation field and invigorate the circulation of agricultural products. The bazaars in the whole region have developed rapidly, and agricultural production has gradually entered the market-oriented track. At the same time, centering on stabilizing and improving the household contract responsibility system, the land contract relationship was further defined, and the contract completion rate reached over 90%. Develop socialized agricultural service system. The third stage, 65438-0992, centers on establishing a socialist market economic system, promoting agricultural industrialization, and establishing a rural socialized service system. At the end of 1980s, Zhongwei County in Ningxia actively explored the business model of one-stop production and marketing and integration of trade, industry and agriculture, and achieved certain results. Since the 1990s, all localities have taken the promotion of agricultural industrialization as a major event in rural reform, and successfully summed up two industrialization modes: Hanqu Township in Litong District built the base first and then built the leading enterprises, and Jinji Town built the leading enterprises first and then built the base. During the period of 1994, the autonomous region decided to promote agricultural industrialization in the Yellow River irrigation area with rapid economic development and good infrastructure, and cultivated a number of typical examples, such as dairy industry in Litong District, vegetable industry in Yinchuan City, chicken industry in Zhongwei County, grape, beet, beer raw material processing in state farms, and Xiji potato processing. 1998, the autonomous region also formulated the outline of Ningxia agricultural industrialization development plan 1998-2002, and determined that six leading industries, such as grain, meat and milk, fur, wine, biopharmaceuticals, aquatic fruits and vegetables, should be industrialized. At present, 30% of the leading agricultural products in the whole region have basically realized industrialized operation. There are 64 industrialized service organizations1one, of which 23.3% are leading enterprises, 0.6% are specialized markets/kloc-0, 8.7% are intermediary organizations and 57.5% are large dealers.
