1. Understand the basic situation of local tourism development through the management committee of the local tourism and holiday bureau.

During the visit, we learned that Mulan Township is rich in tourism resources, including the following five aspects:
① Mulan Lake Tourism and Vacation
Mulan Lake is located in the northern suburb of Wuhan, 60 kilometers away, at the foot of Mulan Mountain, a scenic spot in Jingchu. It is a key tourist development zone in Wuhan, and is listed as "Back Garden of Wuhan" by the municipal government, with a planned total area of 5,000 hectares and a lake area of 30,000 mu, about 17 square kilometers. The length from north to south is about 25 kilometers, and the narrowest point from east to west is about 1.2 kilometers. The ancient buildings in the village cover an area of 300 mu, belonging to folk buildings in the late Ming and early Qing dynasties, with more than 20 alleys separated vertically and horizontally. The ancestors of this village once had a glorious history of "five generations, one door, three governors and four ministers". Through an interview with Fang, the director of the management committee of the tourist resort in this area, our practice team analyzed the main reasons for the relatively backward development of "red tourism" resources in this area, and summarized and sorted them out:
With the development of China's economy and the improvement of people's living standards, people not only pursue material enjoyment, but also begin to turn to spiritual enjoyment. Nowadays, a popular way to pursue spiritual enjoyment is to travel abroad. With the improvement of public ecological awareness, eco-tourism came into being. China began to develop eco-tourism in 1990s, and with the support of various policies, eco-tourism has been greatly developed. However, the precious wealth given to us by the history of "red tourism" has been ignored or even forgotten. Although the country has begun to advocate "red tourism" now, it has only been put forward in recent years, so the development level naturally cannot be compared with eco-tourism.
The propaganda of "red tourism" is not strong enough, and most people have not fundamentally accepted the development of "red tourism", which is of great practical significance and far-reaching historical significance for strengthening revolutionary traditional education, enhancing the patriotic feelings of the people of the whole country, especially young people, carrying forward and cultivating the national spirit, and promoting the coordinated economic and social development of the old revolutionary areas. Developing "red tourism" is conducive to strengthening and improving patriotism education in the new period, protecting and utilizing revolutionary historical and cultural heritage, promoting the coordinated economic and social development in the old revolutionary areas, and cultivating new growth points for tourism development.
However, the appearance of any new thing always takes a long time to be accepted by the public, and so does "red tourism". Most people haven't fundamentally realized the value and significance of "red tourism", and the developed areas can't see the results, which leads to the slow development of "red tourism" resources.
The development funds of "red tourism" scenic spots are insufficient. At present, China is still in the ranks of developing countries, and the annual funds for cultural relics protection and tourism development are extremely insufficient. At present, the source of funds for cultural relics protection depends on government financial allocation and horizontal income generation. However, in Mulan township, the funds allocated by the government are not enough for the normal operation of the scenic spot. In addition, many cultural protection units are located in villages where farmers live intensively, and the problem of cultural heritage being destroyed in the process of rural reconstruction occurs from time to time. Li Xiannian's former residence in Yejiatian was in disrepair. Although in recent years, the municipal and district cultural relics departments allocated special funds for some "life-saving" repairs of key dangerous houses, the former residence of Li Xiannian collapsed in a rainstorm last year.
Geographical and Traffic Restrictions of "Red Tourism" Scenic Spots Due to the needs of revolutionary guerrilla warfare in that year, "Red Tourism" scenic spots were mostly located in the corner of Shan Ye, with scattered locations and extremely inconvenient transportation. The scattered locations make the management of "red tourism" scenic spots more difficult; The inconvenient transportation has caused great inconvenience for people to visit the "red tourism" scenic spot. In order to better develop the tourism resources of "red tourism" scenic spots, we must first build roads and bridges to solve the problem of inconvenient transportation. This involves the issue of funds, so the development speed of "red tourism" scenic spots cannot be further improved.
(3) The main reasons that restrict the development of tourism in this area.
In the activity of "going to the countryside", our practice team analyzed the main reasons restricting the development of tourism economy in this area through interviews and on-the-spot visits to Fang, the director of the tourism resort management Committee in this area, and summarized and sorted out:
Limitation of development funds Since 1994, the city's cultural protection funds have remained at the level of1000000 yuan every year. Excluding the price factor, only the cultural protection units above the municipal level increased from 135 at that time to 178, but the funds did not increase; It is this very limited money that the municipal authorities give priority to the seven cultural protection units above the municipal level, which account for 39.3% in the central city and suburbs, and the allocation is very limited. As for the 1 10 district-level cultural protection units, it is mainly solved by the district, and it is actually more difficult to implement the maintenance funds.
In this case, all localities can only mobilize their own energy, make full use of local resources and develop various kinds of tourism. There is even the phenomenon of putting the cart before the horse of "development benefits first, effective protection second". After the development, the economic benefits are improved and the government's burden is naturally reduced. Therefore, unless there are obvious illegal acts, local governments often turn a blind eye to all kinds of bad phenomena in tourism development, which restricts the further development of local tourism development.
This is also the main reason for the limited development of local tourism.
Land Policy Restrictions1997 On April 15, the Central Committee and the State Council issued the Notice on Further Strengthening Land Management and Effectively Protecting Cultivated Land. The development of tourism needs a lot of land to build resorts and cultural cities, and the introduction of various land policies restricts the use of land by tourism, resulting in the development of many tourism resources can not be carried out quickly and effectively.
When the development plan conflicts with the interests of local residents, the implementation of the plan cannot be put in place, and the development of many tourist attractions requires local residents to relocate and emigrate. However, the government can not give considerable economic subsidies, so the local residents refused to cooperate, and the residents' work could not be carried out, which led to the development work not being carried out smoothly.
(4) Tourism development planning of Mulan Township.
In the next step of tourism development planning, Mulan Township Tourism Bureau plans to build a large-scale tourism and entertainment project in the surrounding scenic spots of Tianzi Mountain. There are three natural villages in Tian Zi Mountain Scenic Area, 157 farmers and 10000 mu of mountains, which are connected with Mulan Lake and have pleasant scenery.
After planning, Mulan Township Tourism Bureau plans to move out all the existing villagers in Tian Zi and merge them into a big village. In order to solve the problem of funds in the development process, Mulan Township decided to attract investment, Picard invested in the construction of a large water park, and built a food and cultural city around the water park.

Through the visit, we learned that the principles and policies of Mulan Township in the construction of new countryside are as follows:

Improve the development environment for farmers to increase their income and become rich, and promote the continuous optimization of rural industrial structure and the orderly transfer of surplus labor.
Improve the rural social development environment and gradually establish a basic social security system. A few people say that it is because the area where they live is too far away from the town center, which is inconvenient to pay attention to or their own cultural level is limited.
The third theme reflects the impact of the development of tourism resources in Mulan Township on the lives of local residents.

The rest of the team members also summarized their feelings and experiences during the "Three Rural Areas", launched the "Summary Report on Social Practice Activities of" Three Rural Areas ",and arranged other pictures and written materials.
On August 14 at 6 pm, all members of our "three rural" team held an online forum on their experiences in "three rural" with QQ. At the forum, all members spoke freely and exchanged their feelings and gains in the process of "agriculture, countryside and farmers". Through this symposium, the team members expressed their deeper understanding of the activities of "going to the countryside".
2. Feasibility analysis of "new countryside" construction in Mulan Township under the direction of tourism resources development.
After discussion and analysis of the collected data, we summarize the feasibility of "new countryside" construction in the direction of tourism resources development in Mulan Township as follows:
(1) The reason and background of the project.
Mulan Eco-tourism Zone covers a total area of 947 square kilometers, involving 7 towns (streets) such as Caidian Township, Mulan Township, Yao Ji Town, Changling Town, Luohan Street, Li Ji Town and Wang Jiahe Town, and there are 9 major scenic spots that have been planned for development and construction. There are 32 villages, involving 329 natural villages,12,354 households and 49,405 villagers, which are included in the pilot project of "Home Construction Action Plan". Among them, there are 12 villages around 9 scenic spots, and there are 20 villages along the scenic spots with loess road as the main axis.
In recent years, Mulan Township has vigorously developed tourism, which has promoted the economic development and social progress of the town. The development and utilization of eco-tourism resources in Mulan Lake has been strongly supported by the government. The Fifth Plenary Session of the 16th CPC Central Committee put forward a major historical task of building a new socialist countryside. In order to implement Scientific Outlook on Development, coordinate urban and rural development and build a harmonious society, after investigation and analysis, our team believes that Mulan Township has great development space. If we increase our efforts in this respect, we can obtain considerable economic benefits, which will pave the way for the construction of a new socialist countryside in Mulan Township and play a role in promoting it.
(2) Tourism development prospect of Mulan Township.
At present, the development of tourism resources in Mulan Township is in a good situation, and the government has also attached great importance to and supported it. In addition, Mulan Township itself is rich in eco-tourism resources and "red tourism" resources, and the development space is very broad. If we can make full use of the unique natural landscape, human landscape, rich folk customs and rich agricultural resources in Mulan Eco-tourism Zone, take tourism and supporting services as the support, take eco-agriculture and sightseeing agriculture as the characteristics, and take courtyard economy and part-time economy as the supplement to cultivate new economic growth points in Mulan Eco-tourism Zone, then the new rural construction in Mulan Township will certainly be carried out smoothly.
However, due to the limitation of funds, the development speed is not very ideal. At this point, we still need to make great efforts.
