On 24 March 2003, the Indonesian Ministry of Foreign Affairs sent a note to embassies in Indonesia, informing the Indonesian Ministry of Law and Human Rights of the latest policies of the Immigration Bureau as follows:

Temporary visiting foreigners who entered Indonesia after February 5, 2008 and did not leave the country by international transportation due to the COVID-19 epidemic will no longer need to go through the emergency residence permit formalities with the Indonesian Immigration Department, and the fines related to overstaying will also be exempted.

According to the website of the China Embassy in Indonesia, on February 28th, 2008, the Indonesian Ministry of Law and Human Rights issued Ministerial Order No.7, which made temporary regulations for foreigners to enter Indonesia during the COVID-19 outbreak from now on. The main contents are as follows:

(1) Foreigners who traveled to Indonesia or returned to Indonesia within 14 days before their arrival in Indonesia are temporarily exempt from the visa-free Indonesia and landing visa policies.

(2) Foreigners in Chinese mainland can apply for a visit visa or a limited residence visa in Indonesian embassies and consulates in China, but the following materials must be attached:

1. Health certificate issued by the relevant health department in China (English version), which proves that the client is not infected with COVID-19 virus;

2. Proof of staying in the area without confirmed cases 14 days or more;

3. Written materials stating that he voluntarily cooperated with the Indonesian government for quarantine observation 14 days after arriving in Indonesia, or stayed in a third country without confirmed cases for more than 14 days before entering Indonesia.

(3) China citizens can also apply for a visit visa or a limited residence visa to an Indonesian embassy or consulate in a third country where there is no epidemic, but the following materials must be attached:

1. Health certificate issued by the relevant health department of a third country (English version), which proves that the person concerned is not infected with COVID-19 virus;

2. Written materials show that he volunteered to cooperate with the Indonesian government for quarantine observation 14 days after arriving in Indonesia, and stayed in a third country without confirmed cases for more than 14 days before entering Indonesia.

(4) Temporary visiting China citizens, their spouses and children who have entered Indonesia and have no international means of transportation to return to China due to the epidemic can apply for an emergency residence permit from Indonesian Immigration Bureau. The provisions of this article do not apply to persons who hold residence permits for visiting relatives and limited residence permits that are still valid and can be extended according to relevant regulations.

(5) Foreigners from Chinese mainland who need to enter Indonesia urgently after their long-term residence permit expires may apply for visas from Indonesian embassies and consulates abroad, but the following materials must be attached:

1. Health certificate (English version) issued by the relevant health department of the host country, which proves that the relevant personnel are not infected with COVID-19 virus;

2. Written materials show that after arriving in Indonesia, they volunteered to cooperate with the Indonesian government for quarantine observation 14 days, or stayed in a third country without confirmed cases for more than 14 days before entering Indonesia.

(6) Foreigners in Chinese mainland who hold valid Indonesian limited residence permit or long-term residence permit and a letter of recommendation issued by an authoritative department may apply to Indonesian Immigration Bureau for extension through a guarantor. The application will be approved after the person concerned returns to Indonesia.

(7) Foreigners holding diplomatic or official residence permits in Indonesia may enter Indonesia after presenting health certificates issued by relevant health departments to prove that the persons concerned are not infected with COVID-19 virus.

(8) When foreign nationals enter Indonesia, they will undergo entry quarantine inspection such as temperature test. Once they are found to have symptoms of COVID-19 virus infection, they will be refused entry.
