Measures for the administration of navigation in the second phase of the Three Gorges Project

Chapter I General Provisions Article 1 These Measures are formulated in order to guide the navigation of the second phase of the Three Gorges Project and the navigation management of the Gezhouba Project, and to ensure the safe, convenient and orderly smooth construction of the two dams of the Three Gorges Project. Article 2 These Measures shall apply to all ships and installations, their owners and operators, and the construction units, construction units and management departments related to these Measures that enter the waters from He Miao to Zhongshuimen (the waters under the jurisdiction of the Three Gorges Navigation Administration, hereinafter referred to as the jurisdictional waters). Article 3 These Measures shall be organized and implemented by the Yangtze River Three Gorges Navigation Administration (hereinafter referred to as the Three Gorges Bureau). Chapter II Ways of Ship Crossing the Dam Article 4 There are two channels in the waters of the Three Gorges dam area: open channel and temporary lock, and there are three basic ways of crossing the dam every year; Open channel navigation alone, temporary lock navigation alone and combined navigation with sluice and canal.

(a) when the open channel has two-way safe navigation conditions, the open channel is only open for two-way navigation.

(two) when the open channel does not have the conditions for safe navigation, the temporary lock is navigable alone.

(three) when the open channel is only suitable for the safe navigation of some ships, the open channel and the temporary lock are jointly navigable. Article 5 Gezhouba Water Control Project has three ways of crossing the dam, namely, double-line and three gates. Three-door simultaneous navigation, two-door navigation and single-door navigation. Chapter III Navigation of Open Channels Article 6 Navigation signs shall be set up for open channels and their connecting sections in accordance with the specifications. Article 7 The speed of a self-propelled ship on the other side of the open channel shall not be less than 1.0m/s Article 8 When the open channel has two-way safe traffic conditions, the ascending ship shall take the initiative to avoid the descending ship and avoid giving way at the lower mouth of the open channel and the crossing area (from the dam axis to Mao Ping Xiaxi Hongfu). When the open channel is under one-way control, it is forbidden for descending ships to overtake or run in parallel. When there are only special traffic conditions in the open channel, ascending and descending ships should strictly obey the command of the information station and beach station and pass according to the relevant regulations. Article 9 When the sluice and canal are jointly navigable, ships passing through the open channel should hang the "K" signal flag on the mast during the day and display two white circular lights vertically at the mast truss at night. Before the ship enters the open channel, it should sound a long sound. Article 10 When the sluice and canal are jointly navigable, the Three Gorges Bureau will set up a twisting beach station in the open channel, and the stranded ships must abide by the relevant regulations on twisting beach.

Measures for the management of ship grounding shall be formulated separately. Article 11 Without the permission of the Yangtze River Harbour Superintendence Office of the Three Gorges, ships are not allowed to turn around, break down or operate on slopes in open channels. Chapter IV Navigation of Ship Lock Article 12 The maximum navigable flow of the temporary ship lock of the Three Gorges Project is 45,000 cubic meters per second. The maximum navigable flow of Gezhouba Sanjiang Waterway and Lock No.2 and No.3 is 60,000m3/s, and that of Dajiang Waterway and Lock No.0/is 20,000m3/s Article 13 The plane size of the berthing cabin of a ship shall not be greater than:

(1) Three Gorges temporary ship lock: 230m long and 23.2m wide;

(2) Lock No.1 and No.2 of Gezhouba: 266m long and 32.8m wide;

(3) Gezhouba No.3 Lock: length 1 18m, width17.2m.. Article 14 The speed of ships entering and leaving the lock shall meet the following requirements:

(1) The fleet entering the gate is 0.5 ~ 0.8m/s, which can be appropriately increased when there is wind influence, but it does not exceed1.0m/s;

(2) Single boat trip is 0.7 ~1.0m/s;

(3) The trip fleet is 0.7 ~1.0m/s;

(4) The speed of single ship leaving the lock is 1.0 ~ 1.4m/s Article 15 Ships must enter and leave the lock room in turn according to the dispatching instructions and the traffic lights in the lock room, and shall not rob the ship. When the ship is in the waiting lock and lock room, it should berth according to the instructions of the dispatching department. Sixteenth ships passing through the lock shall display the signal of passing through the lock before entering the pilot crossing, and release the signal after entering the lock.

Ships passing through the temporary lock should hang a T-shaped signal flag on the mast during the day and display a white flashing light at night.

Ships passing through the No.1 lock of Gezhouba should hang a group of signal flags marked with the words "1" under the T-shape on the mast during the day, and display another green halo light vertically on the mast truss at night.

Ships passing through Gezhouba No.2 and No.3 shipyards should hang a T-shaped signal flag on the mast during the day and display white flashing lights at night. Article 17 The upper and lower locks of a ship lock shall be set with red, yellow and green lights. The meaning of signal lamp is as follows:

(a) the red light indicates that it is forbidden to enter (exit) the door;

(two) the yellow light indicates that it is ready to enter (exit) the gate;

(3) The green light indicates that the entrance (exit) is allowed. Eighteenth ships in the lock room must:

(a) obey the command of the lock room management personnel, and the stern shall not exceed the parking line;

(two) according to the division of responsibilities of the crew, stick to their posts and strengthen their duty;

(3) Being on standby;

(4) Designate a special person to be responsible for mooring safety. Article 19 When the wind reaches or exceeds level 6, ships are prohibited from entering or leaving the lock. Article 20 When the water level in front of Gezhouba dam is 66.5 meters, the height above the water surface when the ship passes through Gezhouba lock shall not exceed 17 meters. Article 21 The temporary shiplock of the Three Gorges Project is dominated by one-way operation and periodic commutation, supplemented by surface operation. The operation mode of the temporary ship lock shall be uniformly arranged by the General Dispatching Room of the Three Gorges Bureau (hereinafter referred to as the "General Dispatching"). Chapter V Prohibition of Navigation Article 22 No navigation is allowed under any of the following circumstances:

(a) the need to suspend the construction work;

(2) When the approach channel discharges flood or washes sand;

(3) When an accident endangers navigation safety and it is necessary to ban navigation;

(four) when the Three Gorges Yangtze River Port Supervision Office deems it necessary.
