The main policies to support China citizens to study abroad at their own expense are:

1. Technical secondary school graduates and self-funded university graduates who apply for studying abroad at their own expense can go through the formalities of studying abroad at their own expense with relevant supporting materials directly to the public security organ where their household registration is located.

2. Students studying abroad at college or above at public expense and those with public education (including the immediate and indirect family members of returned overseas Chinese, their relatives, compatriots from Hong Kong, Macao and Taiwan, and foreign Chinese) may apply for studying abroad at their own expense after serving in China for a certain number of years or repaying the expenses of higher education.

3. In order to encourage doctoral research in China, doctoral graduates go abroad to engage in postdoctoral research at their own expense without charging higher education training fees.

4. For college students who have completed their years of service at public expense and public schools, those with college education apply for studying abroad at their own expense, and the reimbursement for higher education training fees is collected by the last school or the Education Commission of the province, autonomous region or municipality directly under the Central Government (Higher Education Bureau), and the charging standard is determined by the State Education Commission according to the actual training fees provided. All the higher education training fees collected are used to develop higher education and support the work of returned overseas students. Units shall not charge students studying abroad at their own expense.

5. Students with college education or above at public expense and those with college education or above trained at public expense apply for studying abroad at their own expense. After being examined by the education committees of provinces, autonomous regions and municipalities directly under the Central Government (Higher Education Bureau) and obtaining relevant certificates, they shall go through the formalities of studying abroad at their own expense at the public security organ where their household registration is located.

6. College students apply for studying abroad at their own expense. Before going abroad, the school should keep their student status for one year. On-the-job personnel apply for studying abroad, and their official business and other matters are handled by their units, and they can enjoy preferential treatment when purchasing air tickets abroad.

8. The State encourages those who study abroad at their own expense to return to work after completing their studies. The employing unit shall treat the returned overseas students at its own expense equally with the returned overseas students at public expense, employ them according to the principle of two-way selection, and provide them with necessary working and living conditions.
