Regulations of Jiangxi Province on Prevention and Control of Geological Disasters
The geological disasters mentioned in these Regulations include mountain collapses, landslides, mudslides, ground collapses, ground fissures, ground subsidence and other disasters related to geological processes caused by natural factors or human activities.
Geological hazards are classified into four categories: extra-large, large, medium and small, and the classification standards shall be implemented in accordance with relevant state regulations. Article 3 The prevention and control of geological disasters shall adhere to the principles of giving priority to prevention, combining prevention with control, overall planning, highlighting key points, territorial management and graded responsibility. Article 4 People's governments at or above the county level shall strengthen their leadership in the prevention and control of geological disasters, incorporate the prevention and control of geological disasters into the national economic and social development plan, establish and improve the responsibility system for the prevention and control of geological disasters, and organize and urge relevant departments and people's governments at lower levels to do a good job in the prevention and control of geological disasters.
The people's governments at or above the county level shall guarantee the funds for the prevention and control of geological disasters and incorporate them into the fiscal budget at the corresponding level.
Township people's governments and sub-district offices shall, in accordance with their respective responsibilities, do a good job in the prevention and control of geological disasters within their respective jurisdictions. Article 6 People's governments at all levels and relevant departments and units shall carry out publicity and education on the knowledge of prevention and control of geological disasters, popularize the knowledge of prevention and control of geological disasters, enhance the public's awareness of prevention and control of geological disasters, and improve the ability of disaster prevention and avoidance and self-help and mutual assistance.
The people's governments in areas prone to geological disasters shall regularly organize government personnel and village (neighborhood) committees to participate in emergency training for geological disaster prevention and control. The person in charge of the people's government at the city, county and township level shall fully grasp the geological disasters in the local area and improve the command ability of disaster prevention and emergency rescue.
Schools should strengthen the knowledge education on the prevention and rescue of geological disasters for teaching staff and students, and cultivate their safety awareness and self-help and mutual rescue ability.
The news media should carry out public welfare propaganda on the prevention and control of geological disasters, and strengthen the supervision of public opinion on illegal activities in the prevention and control of geological disasters. Seventh any unit or individual has the right to report and accuse illegal acts in the prevention and control of geological disasters.
Units and individuals in geological disaster-prone areas have the obligation to cooperate with geological disaster monitoring, management, avoidance and relocation and other geological disaster prevention and control work.

Chapter II Planning for the Prevention and Control of Geological Disasters Article 8 The competent departments of land and resources of the people's governments at or above the county level shall, jointly with the departments of housing and urban and rural construction, planning, water conservancy, transportation and meteorology, organize the investigation of geological disasters within their respective administrative areas, and formulate the planning for the prevention and control of geological disasters within their respective administrative areas according to the results of the investigation and the planning for the prevention and control of geological disasters at the next higher level.
