Xinhua county land and resources bureau internal organization

(3) Finance Unit

To study, formulate and implement relevant financial management systems and measures; Responsible for the financial management of special funds, land and resources fees and other business income; Financial supervision over the collection and use of land and mineral related expenses; Responsible for land development and consolidation, prevention and control of geological disasters, protection of mineral resources, geological exploration and information construction projects; Organize and summarize the preparation of financial budget and final accounts; Supervise and inspect the implementation of the financial accounting system of the directly affiliated unit; Responsible for the financial accounting work of the bureau, responsible for the management of fixed assets of the whole system, and supervising the assets of the organs and directly affiliated units; Guide the whole system to plan financial work.

(4) Policy and Regulation Unit

Organize and coordinate the drafting, revision and review of local policies and management measures involving land resources, mineral resources and surveying and mapping management; Responsible for the publicity of relevant laws and regulations and legal education; Organize and coordinate administrative work according to law, participate in litigation activities on behalf of the bureau, and handle relevant administrative reconsideration matters.

(v) Planning Unit

Organize research on comprehensive land development and improvement planning and policies and measures; Organize the preparation of the county's overall land use planning, mineral resources protection and rational utilization planning, geological environment planning, surveying and mapping development planning and other special planning; To formulate the county land supply and policies; Organize research on the comprehensive land development and consolidation planning and policy measures in counties and key areas; Organizing the pre-examination of land for construction projects; Participate in the review of the overall urban planning submitted to the State Council and the province for approval; Review the overall land use planning of townships (towns) and villages in the county; Responsible for the preparation and implementation of the annual land use plan; Responsible for the preparation of agricultural land conversion plan; Responsible for comprehensive statistics of land and resources.

(6) Cultivated land protection units

Responsible for the protection of cultivated land and the dynamic balance management of total cultivated land; Organize the delineation of basic farmland protection areas, formulate and organize the implementation of basic farmland protection related ingots and technical programs; Participate in investigating and handling cases of illegal occupation of cultivated land; Organize the development of cultivated land reserve resources, be responsible for the preparation of cultivated land occupation and compensation balance plan, and put forward land development and consolidation plan, fund allocation and compensation opinions; Responsible for the declaration, inspection and acceptance of land development and consolidation projects in conjunction with relevant departments; To undertake the project establishment and application for approval of reclamation and development of state-owned barren hills, wasteland and beaches approved by the county people's government.

(7) Construction land units

Responsible for the approval of land requisition for various construction projects that need to be reported to the people's government at a higher level and approved by the State Council; Participate in the preliminary demonstration of land for construction projects and organize the joint examination of construction land; Coordinate the land acquisition and relocation of large and medium-sized construction projects, and be responsible for the qualification examination and approval of land acquisition, relocation and resettlement; Responsible for the examination and approval of urban and rural individual housing land, the examination and approval and management of temporary land and deferred land; Participate in the related work of recovering the land use right; Organize the release of all kinds of construction land information, and check the implementation of all kinds of construction projects.

(viii) Cadastral Management Unit

Responsible for land administration and cadastral management in the county, organize the implementation of land resources status survey, dynamic monitoring, cadastral survey, change survey and land statistics, and organize the annual inspection of land use certificates; Organize the implementation of land confirmation, mortgage registration, certification, examination of certification materials, mediation of ownership disputes and ownership management, undertake the confirmation of land type, ownership and area of construction land between individuals and units, and guide the establishment, update and maintenance of cadastral information system.

(ix) Real Estate Management Unit

(10) Mineral resources reserve management unit

Participate in the study and formulation of the county's mineral resources policies and measures for the management of mineral reserves; Organize the establishment and improvement of the county's mineral resources evaluation expert system; To be responsible for guiding the evaluation, registration and statistics of mineral resources reserves; Responsible for the identification of scattered minerals, sandstone, clay and mineral resources reserves used as ordinary building materials; Responsible for the relevant review of mineral resources involved in construction projects; Responsible for the submission of geological data; Organize the analysis of supply and demand situation of mineral resources.

(eleven) mineral development and management units

Participate in the preparation and supervision of the implementation of the county's mineral resources protection and rational utilization planning; Responsible for the examination and approval and registration of data review, registration and certification of mining rights, transfer of mining rights, lease, bidding and auction, etc.; Delineate the mining area according to law and mediate major mining rights disputes; Supervise and manage the development, utilization and protection of mineral resources, and be responsible for the annual inspection of mineral development of mining enterprises; Organize the inspection of the transportation and sales of mineral products, and participate in the investigation of illegal cases involving mineral resources; Assist in collecting fees related to mineral resources.

(XII) Geological Exploration Unit
