4. Postgraduates with doctoral degrees go abroad to do postdoctoral research at their own expense, and do not charge higher education training fees.

In addition to the above conditions, studying abroad at one's own expense should also meet the following conditions: First, obtaining sufficient foreign exchange aid or foreign scholarships through proper legal procedures, that is, holding economic guarantees provided by relatives and friends (which must be recognized by the country where you go), or holding scholarships or grants provided by foreign universities, scientific research institutions or foundations.
