Why did the US Federal Court of Appeals reject Trump's bill prohibiting most refugees from entering the country?

A federal appeals court in the United States on Thursday (September 7) rejected the Trump administration's bill to temporarily ban most refugees from entering the United States. The court said that individuals associated with resettlement agencies should be exempted.

Reuters, UK, reported on September 8th that three judges of the U.S. Court of Appeals for the Ninth Circuit also ruled that grandparents, uncles, aunts (menstruating) and cousins of legal American citizens should be excluded from Trump's decree banning people from six major Muslim countries (Iran, Syria, Libya, Somalia, Sudan and Yemen).

It is said that this latest ruling is a blow to Trump's performance of the ban, and the ruling will take effect within 5 days.

The judge said that the government did not give a convincing explanation, nor did it tell people why it should strengthen the travel ban on people from the above six countries, including immediate family members of American citizens and refugees sheltered by immigration agencies.

Earlier, the US Supreme Court ruled that Trump's travel ban should be implemented on a limited basis, but the ban should not apply to individuals who have "goodwill" relationships with US citizens and related entities.

A spokesperson for the US Department of Justice said, "The Supreme Court has begun to intervene to correct the behavior of lower courts. We will return to the framework of the Supreme Court, safeguard the responsibility of the executive branch and protect our country. "
