Shucheng was called Zhou Shu in ancient times. Lu 'an is a county under its jurisdiction, located in the middle of Anhui Province, at the eastern foot of Dabie Mountain, on the shore of Chaohu Lake, between Jianghuai and Huaihe River. It is the intersection of Hefei, Lu 'an and Anqing. National Highway 206, 105, Shanghai-Chengdu Expressway and Hejiu Railway run through the territory.

The geographical outline is high in the west and low in the east. It is a mountainous, hilly and polder county integrating mountainous areas, reservoir areas, old areas and poverty-stricken areas. The southwest is Dabie Mountain, with high mountains and dense forests. The highest point, Wanfoshan Peak, is 1539 meters above sea level. The eastern and northern parts are alluvial plains of Hangbu River system on the west bank of Chaohu Lake, with the lowest elevation of 36 meters.
