Regulations on the Management of ungulate Wild Animal Nature Reserve in Kalamaili Mountain, Xinjiang Uygur Autonomous Region (revised in 2020)

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Wildlife Protection Law of People's Republic of China (PRC), the Regulations of People's Republic of China (PRC) Nature Reserve and other relevant laws and regulations in order to strengthen the management of the ungulate wildlife nature reserve, protect rare and endangered wildlife and their habitats, and maintain biodiversity and regional ecological security. Article 2 The ungulate wildlife nature reserve in Kalamaili Mountain mentioned in these Regulations (hereinafter referred to as Kashan Nature Reserve) is a wildlife nature reserve that mainly protects many rare and endangered ungulate wildlife such as Platts wild horse, Mongolian wild donkey, goose throat antelope and their habitats. The specific scope and boundaries shall be subject to the approval and promulgation of the people's government of the autonomous region. Article 3 These Regulations shall apply to the planning, construction, protection and management of Kazan Nature Reserve. Article 4 The management of Kashan Nature Reserve shall adhere to the principle of giving priority to ecological protection and sustainable development, implement unified management, scientific planning and strict protection, and realize the coordination of nature protection, ecological construction and regional development. Article 5 The people's government of the autonomous region shall strengthen the organization and leadership over the work of Kazan Nature Reserve, establish and improve the coordination mechanism, designate Kazan Nature Reserve as the red line of ecological protection, and implement strict protection. Sixth Kazan Nature Reserve implements a unified management system across administrative regions.

The competent forestry and grassland department of the autonomous region is in charge of the work of Kazan Nature Reserve, and the management institution of Kazan Nature Reserve under it is responsible for managing the natural resources and environment of the reserve.

The main responsibilities of the management organization of Kazan Nature Reserve are:

(a) the implementation of relevant laws, regulations, principles and policies;

(two) the preparation and implementation of the overall planning and special planning of Kashan Nature Reserve;

(3) Formulating and implementing various management systems and protective measures;

(4) Investigate natural resources, establish archives and databases, and organize environmental monitoring;

(5) Organizing scientific research, popularizing scientific knowledge, and publicizing and educating;

(six) responsible for forest fire prevention, wildlife rescue, epidemic monitoring and ecological public welfare forest protection;

(seven) responsible for the protection and management of wild Platts;

(eight) to investigate and deal with violations of natural resources, natural environment and protection facilities according to law. Article 7 The people's governments (administrative offices) of the states (prefectures), counties (cities) and townships (towns) where Kashan Nature Reserve is located shall perform the main responsibilities of ecological protection of Kashan Nature Reserve, organize and coordinate relevant departments and units to implement protective measures, and support the management institutions of Kashan Nature Reserve to carry out related work.

The competent departments of ecological environment, development and reform, finance, public security, natural resources, housing and urban and rural construction, transportation, water conservancy, agriculture and rural areas, culture and tourism of the people's government at or above the county level where Kashan Nature Reserve is located shall perform the relevant protection duties of Kashan Nature Reserve within their respective functions and duties. Article 8 The management institution of Kazan Nature Reserve shall, jointly with the people's governments of counties (cities) and townships (towns) where the reserve is located, and industrial parks and other relevant units, formulate a protection convention, establish a joint prevention and control mechanism, delimit responsibility areas, and do a good job in protection. Article 9 The forest public security organs of Kashan Nature Reserve shall be responsible for maintaining public order in the nature reserve and investigating and punishing illegal and criminal acts that destroy natural resources and the natural environment according to law. Article 10 All units and individuals have the obligation to protect Kashan Nature Reserve, and have the right to report and accuse acts that damage the natural resources and environment of the Nature Reserve.

Encourage natural persons, legal persons or other organizations to participate in the protection of Kazan Nature Reserve in the form of voluntary service and donation. Chapter II Planning and Construction Article 11 The administrative organ of Kazan Nature Reserve shall, according to the national development plan of nature reserve, organize the preparation of the overall plan of Kazan Nature Reserve in combination with the natural resources and natural environment conditions, concentrated distribution areas of wild animals, habitats, migration routes and human activities, and publish it for implementation after approval.

The preparation of the master plan of Kazan Nature Reserve shall solicit the opinions of the relevant competent departments of the autonomous region, the people's government (administrative office) where Kazan Nature Reserve is located and the public; If necessary, an argument or hearing should be conducted. Twelfth approved overall planning of Kazan Nature Reserve shall be strictly implemented, and no unit or individual may change it without authorization; If it is really necessary to change, it shall be submitted for approval in accordance with the original approval procedures. Article 13 The people's governments (administrative offices) at or above the county level and their relevant departments shall solicit the opinions of the management agencies of Kashan Nature Reserve in writing when formulating plans involving the national land space planning and forest land protection and utilization planning of Kashan Nature Reserve, and link them with the overall planning of Kashan Nature Reserve. Fourteenth Kazan Nature Reserve is divided into core area, buffer area and experimental area, and it is managed by districts.

The management institution of Kazan Nature Reserve shall, according to the approved scope and functional division of Kazan Nature Reserve, set up boundary signs and functional boundary signs, and make an announcement.

No unit or individual may move or damage the boundary signs of Kashan Nature Reserve and the boundary signs of functional areas without authorization.
