Malta is an EU country and a Schengen country. With a Maltese residence permit, you can freely pass through 26 Schengen countries within 180 days and stay in other Schengen countries for up to 90 days.
According to the above principle, holders of Malta's permanent residence status cannot settle in other Schengen countries or EU countries.
If you need to work or study in other Schengen countries or EU countries, you need to obtain a work permit or study permit from the destination country.
