Regulations of Chifeng Municipality on the Protection of Zhoucheng Mausoleum Site, the Capital of Liao Dynasty
Qixian District People's Government is mainly responsible for the protection of the site of Liao Dynasty capital cemetery within its administrative area, and is responsible for coordinating and solving the related problems of site protection.
The competent department of cultural relics of the Municipal People's Government shall be responsible for the supervision and management of the protection of the mausoleum sites in the capital of Liao Dynasty. The cultural relics administrative department of Qixian District People's Government is responsible for the basic work of protecting the mausoleum site of Liao Dynasty capital.
The departments of development and reform of the people's governments of cities and counties, public security, finance, natural resources, housing and urban and rural construction, ecological environment, transportation, water conservancy, agriculture, animal husbandry, forestry and grassland are responsible for the related work of site protection within their respective functions and duties.
The Township People's Government and sub-district offices where the site is located are responsible for the daily maintenance of the site. Article 5 The cultural relics administrative department of the people's government of Qixian District, where the site of Liao Dynasty Capital Cemetery is located, shall set up a site protection and management institution or be equipped with full-time personnel to be responsible for the daily protection of the site. The responsibilities of the protection management institution are:
(a) Participating in the preparation and implementation of various plans involving the protection of sites;
(two) to participate in the implementation of various cultural relics protection projects involving sites;
(three) to put forward basic opinions on the scope of protection of the site and the construction projects in the construction control zone;
(four) to participate in and supervise the archaeological investigation, exploration and excavation of cultural relics and archaeological units at the site, and make records of archaeological investigation, exploration and excavation;
(five) responsible for the registration of cultural relics unearthed at the scene;
(six) responsible for the daily inspection, daily monitoring and regular maintenance of various elements of the website, and establish relevant logs;
(seven) to cooperate with the relevant departments to investigate and deal with the illegal acts of destroying the site and its protection facilities according to law;
(eight) other work related to the protection of the site. Article 6 The municipal and county people's governments shall separately include the protection funds for the mausoleum site in Zhoucheng, the capital of Liao Dynasty, into the fiscal budget at the corresponding level.
The Municipal People's Government shall set up a special fund for the protection of the mausoleum site in the capital of Liao Dynasty.
Site protection funds and special funds shall be earmarked. Article 7 The municipal and county people's governments shall strengthen the construction of the team of protection personnel for Zhoucheng Mausoleum Site, the capital of Liao, and establish and improve the system of personnel training, use, evaluation and incentive. Article 8 All units and individuals have the obligation to protect the Liaodong Mausoleum site according to law, and have the right to dissuade and report the destruction of Liaodong Mausoleum site. Article 9 The municipal, county and district people's governments shall commend and reward the units and individuals that have made outstanding contributions to the protection of Liaodong mausoleum sites. Chapter II Protection Article 10 The objects of protection of Zhoucheng site, the capital of Liao Dynasty, include:
(1) The city walls, urban architectural sites, ground architectural remains and their urban patterns of Shangjing, Zhongjing, Zuzhou, Gyeongju, Fenglingyi, Raozhou, Wu 'an and Gaozhou;
(2) Mausoleums, buried tombs, mausoleum gates, mausoleum walls and various architectural sites in Zuling, Qingling and Huailing areas;
(3) Cultural relics unearthed from archaeological excavations at sites, cultural relics scattered on the surface and cultural relics buried underground;
(4) Historical features and natural environment of the site. Article 11 The protection of the site of Zhoucheng Mausoleum, the capital of Liao Dynasty, shall be carried out under the planning protection system. Site protection planning is the basis of site protection, management and utilization.
The competent department of cultural relics of the Municipal People's Government shall, jointly with the people's government of Qixian District where the site is located and the competent department of cultural relics, organize the preparation of the site protection plan, report it to the Municipal People's Government for deliberation, and submit it for approval and publication in accordance with the relevant provisions.
After the protection plan is approved and promulgated, it shall be strictly implemented and shall not be changed without authorization; If it is really necessary to change, it shall be submitted for approval in accordance with the original examination and approval procedures. Article 12 The scope of protection of Shangjing site in Liao, Zhongjing site in Liao, Zuling and Zuzhou city, Qingling and Qingzhou city, Huailing and Fengling city shall be determined by the people's government of the autonomous region, and the construction control zone shall be determined by the cultural relics department of the people's government of the autonomous region jointly with the urban and rural planning department.
The protection scope and construction control zone of Raozhou ancient city site, Wu 'an city site and Gaozhou city site shall be subject to the announcement of the Municipal People's Government before the approval and announcement of the protection plan. Thirteenth Liao capital Zhoucheng mausoleum site protection scope and construction control zone, prohibit the following acts:
(1) Spraying, posting and scribing on the buildings on the site surface;
(2) moving, dismantling or defacing or destroying signs, boundary markers and other protective facilities without authorization;
(3) Climbing the city wall and stacking firewood on it;
(four) illegal dumping and stacking of garbage and other wastes;
(five) reclamation, grazing, large-scale breeding, canal repair, well drilling, deep ploughing, etc. ;
(six) unauthorized mining, quarrying, earth borrowing, sand mining, kiln digging, brick burning, etc. ;
(seven) unauthorized construction of cemeteries and graves;
(eight) unauthorized establishment of high-voltage towers, communication towers, large-scale advertising materials or other facilities that affect the historical features of the mausoleum sites in the capital of Liao;
(nine) other acts that destroy or endanger the site.
