Over the years, the hospital has always adhered to the patient-centered service concept, strengthened hospital management and paid attention to connotation construction. Since the beginning of the new century, under the leadership of the new party and government team, the hospital has conscientiously implemented Scientific Outlook on Development, implemented the business strategy of "starting from a high starting point and developing by leaps and bounds", and determined the long-term development goals of the hospital according to the overall requirements of the "China Mental Health Development Plan (2002-20 10)" issued by the Ministry of Health, and gradually organized and implemented them. In recent years, hospitals have made very gratifying achievements in both hardware construction and software construction. At present, the hospital environment is clean and beautiful, the building layout is clean and reasonable, the medical equipment is advanced and complete, and senior health technical personnel are constantly introduced. In order to improve the level of medical technology, the hospital and Jiamusi University jointly set up a training class for undergraduate students, selected business backbones to study for on-the-job postgraduate students and go abroad for further study, and encouraged business personnel to participate in talent training programs such as junior college and undergraduate self-study exams. In addition, in order to strengthen exchanges and cooperation with foreign countries, entrusted by the Health Department of Liaoning Province, the hospital began to carry out exchanges and cooperation with the Mental Health Department of the Ministry of Health of Thailand in 2003. At present, many staff members of the hospital have visited and exchanged in Thailand, and many staff members from Thailand have also visited and trained in our hospital. Through communication and cooperation, the level of hospital medical service has been significantly improved, and the service attitude of medical staff has been further improved, which not only achieved good social benefits, but also greatly improved economic benefits.

In recent years, as a provincial psychiatric hospital, it has undertaken the task of transferring the treatment project of severe mental illness (Project 686) paid by the local government to Liaoning demonstration area. In this regard, the hospital attached great importance to it, earnestly implemented the requirements of the project team, and successfully completed the first two tasks. At the summary meeting of the first two projects, the project work of Liaoning Demonstration Zone ranked fourth in the country and was well received by the national project team. At present, the project is progressing steadily.

In 2006, it was rated as AAA quality credit unit by Liaoning Quality Credit Investigation and Evaluation Office, and was rated as a good hospital in the eyes of the people by China Chengxin Medical Development Forum Organizing Committee. In 2007 and 2008, it was rated as AAA-level credit enterprise in China and top ten credit hospitals in Liaoning Province by China Enterprise Market Research and Evaluation Center.
