Management and maintenance of Jingjiang flood diversion area

According to the present situation of Jingjiang flood diversion and storage area, considering that Jingjiang flood diversion and storage area is used for planned flood regulation and storage, its safety construction should be based on state investment, and its objective historical causes and development make it different from the flooded area delineated by flood risk maps at home and abroad. In addition to the task of flood diversion, it also bears the responsibility of national taxation and local overall charge, which seriously restricts social and economic development and construction investment accumulation.

In order to change this passive situation, firstly, according to the policy that flood diversion areas should be different from non-flood diversion areas, the state should support and guide them, adjust the industrial structure in the area and control population growth. The residents in this area are mainly traditional agriculture, and breeding and efficient agriculture should be given priority, followed by processing industries with small investment and quick results, so long-term investment projects should be carefully considered.

In order to adjust the investment ratio of flood diversion construction, according to the current investment ratio of 1: 1, local facilities cannot be put in place, resulting in a large number of planned projects cannot be completed. Some national taxes and overall planning fees (such as transportation fees, industrial and commercial fees, etc.) should be returned for supporting flood diversion facilities and public infrastructure construction in the region.

Secondly, in terms of safety construction, we should make full use of existing resources and social forces to improve standards, which are embodied in the following aspects:

(1) Formulate building regulations to reduce house damage during flood diversion. Buildings in flood diversion and storage areas should formulate corresponding building codes and standards according to the Technical Specifications for Building Engineering in Flood Storage and Detention Areas and relevant laws and regulations promulgated by the state, so that buildings can be used against wind, waves, floods and flood levels. Compulsory standards should be adopted for collective public buildings, and policy guidance, support and encouragement should be adopted for individual residents, such as repaying housing loans year by year, reducing subsidies and expenses, etc. Provide technical support, guide residents to change bungalows into frames or buildings with certain structural structures, build communities by planting trees and greening, and increase their ability to resist wind and waves.

(2) Strengthen the construction of safe areas and stations, make full use of existing resources, place as many people as possible, and reduce the total transfer. There are nearly 30% agricultural land (paddy fields, dry land, trees and orchards) and 5.3km2 available open space in the safety zone. From the perspective of investment benefit, this is a waste of safe construction resources. If fully utilized, the capacity of the safety zone can be relatively increased, which is economical in investment compared with re-expanding the safety zone. The main problems in the safety zone are incomplete drainage facilities, low terrain and poor road traffic. These facilities must be completed through state investment and local support.

(3) Accelerate the construction of transportation network and strengthen project management. The developed transportation network is the decisive factor of evacuation and transfer. At present, the national investment is mainly in construction, and the standard is low. The main line is mainly mud and gravel, and there is no source of maintenance and management funds. After the road and bridge are completed, they will be put into normal use. Due to the unclear relationship between responsibilities and rights, there is a dependency idea of only using and not using, and the project is seriously damaged. In order to change this situation, we must change our views, strengthen engineering management, and bring it into the highway cultivation plan of the transportation department or local government by improving the pavement grade to ensure that it can play a role in peacetime and flood diversion.

In road construction planning, we should give full consideration to the matching of bridges and roads, and combine local water conservancy construction and comprehensive agricultural development. Bridge construction should take various forms to reduce the cost and maximize the investment benefit according to the grade standard and importance of the road and under the premise of meeting the safe use conditions.

(4) Reform the construction and management system of resettlement projects and create a new pattern of development and operation. Flexible and diverse policies should be adopted. On the basis of unified planning and management of flood diversion management departments, combined with the strength of society and individuals, the existing 200,000m2 resettlement brick houses and reserved land for flood diversion will be jointly developed, the land use right will be transferred, and the land will be leased or replaced, so that society and individuals can participate in its development and transformation, guide the masses to settle in safe areas, and use the raised funds to develop new resources and maintain the project. For some idle hidden water buildings, especially some pure frame buildings and buildings without envelope structure built by 1997, people should be encouraged and allowed to live, and they should take care of them at ordinary times to ensure flood avoidance during flood diversion.

(5) Effectively control the population growth in flood diversion areas. First of all, the construction of safe areas and the development of resettlement projects should be combined with the construction of towns and the demolition of projects by immigrants, and the immigrants should be resettled in safe places as far as possible; Secondly, control population migration, encourage and support the operation of migrant workers, and create conditions for them to settle down safely after earning money.
