So Lou Jing wore a sheepskin coat and went to see General Yu, expressing his desire to see Liu Bang. General Yu wanted Lou Jing to change his clothes before meeting Liu Bang, but Lou Jing refused. In desperation, General Yu reported Lou Jing's situation to Liu Bang, but Liu Bang didn't care and asked Lou Jing to see him in the palace and gave him food.

Afterwards, Liu Bang asked him what he wanted, and Lou Jing compared the Han Dynasty with the Zhou Dynasty. He believed that the Han Dynasty should establish its capital in Guanzhong. First of all, the location of the Guanzhong area is very advantageous. It is blocked by the surrounding mountains. It can be attacked, retreated or defended. It is protected by natural dangers such as "one man can guard the pass, and ten thousand men cannot open it". Secondly, the Guanzhong area has good climate conditions and fertile land. The main reason why Liu Bang was able to conquer the world was because the Guanzhong area could provide Liu Bang's army with a steady stream of food and grass. Through this, Lou Jing persuaded Liu Bang of the importance of the Guanzhong region. The most important reason why Lou Jing asked Liu Bang to move the capital to Guanzhong was to protect Liu Bang. Because if the capital can be established in Guanzhong, if a rebellion occurs, there will be sufficient preparation time to deal with it. If the capital is established in Luoyang, it will easily be contributed by the rebels and threaten the regime.
