In order to standardize the acceptance, examination and approval, issuance and management of travel permits to and from Hong Kong and Macao (hereinafter referred to as passes) and endorsements, improve the level of administration according to law and scientific management of exit-entry administrative departments of public security organs, and fully embody the principles of openness, justice and fairness, this specification is formulated.

Chapter I Management

I. Accepting department

(1) Mainland residents applying for passes and endorsements must be accepted by the exit-entry administration department of the public security organ of the county or city where their permanent residence is located (including regions, prefecture-level cities and municipalities directly under the Central Government, the same below). Except in the following cases:

1. Engaged in business activities between Hong Kong and Macao shall be accepted by the exit-entry administration department of the county or city public security organ where the unit is located.

2. If you need to apply for an extension of the endorsement after entering Hong Kong, it will be accepted by the Shenzhen Entry-Exit Visa Office of the Guangdong Provincial Public Security Bureau (hereinafter referred to as the Shenzhen Visa Office). Those who need to apply for an extension of endorsement or go to Hong Kong for endorsement after entering Macao shall be accepted by Zhuhai Entry-Exit Visa Office of Guangdong Provincial Public Security Bureau (hereinafter referred to as Zhuhai Visa Office).

3. Servicemen shall be accepted by the exit-entry administration department of the county or city public security organ where the troops are stationed.

(two) China citizens who have settled abroad to apply for passports and "other" endorsements in the mainland will be accepted by the exit-entry administration department of the county (city) public security organ where they live.

Two. Reasons and conditions for application

Under any of the following circumstances, a person who meets the corresponding conditions may apply for a pass and an endorsement:

(1) Visiting relatives. Mainland residents need to visit relatives in Hong Kong or Macao under any of the following circumstances:

1. Relatives are permanent residents or non-permanent residents of Hong Kong and Macao.

Residents who travel to Hong Kong or Macao individually (hereinafter referred to as "individual tours") may visit their relatives: spouses, parents and children.

For permanent residents in areas where "individual tours" are not provided, relatives who can visit include: (foreign) grandparents, (foreign) grandchildren, brothers and sisters, uncles, aunts, nephews and nephews.

Mainland residents who meet the above conditions, their spouses and children under the age of 16 may apply to visit relatives in Hong Kong or Macao.

2. Relatives are staff members of the Office of the Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region, the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region or the PLA troops in the Hong Kong Special Administrative Region.

(2) business. Mainland residents traveling between Hong Kong and Macao on business have one of the following circumstances:

1. Mainland residents who work in mainland enterprises or other units are sent by their units to Hong Kong or Macao to engage in business activities.

Enterprises refer to all kinds of enterprises and their branches and resident representative offices of foreign (regional) enterprises registered in the State Administration for Industry and Commerce with independent legal personality.

Other units refer to: institutions registered with the competent state departments and registered with the tax authorities; Foreign (regional) news agencies in China; Representative offices of embassies and consulates in China and foreign countries (regions); Representative offices of international organizations in China; Law firms, private schools and private hospitals.

2, individual industrial and commercial operators to Hong Kong or Macao to engage in business activities.

3. Drive special vehicles to and from the Mainland, Hong Kong and Macao.

(3) Team travel. Mainland residents travel to Hong Kong or Macao by participating in tour groups organized by designated travel agencies.

(4) personal travel. Individuals who are permanent residents in areas that are allowed to "travel individually" travel to Hong Kong or Macao.

(5) short-term residence. Mainland residents who are under any of the following circumstances may live in Hong Kong or Macao for a short period with the approval of the relevant departments of Hong Kong or Macao:

1. Holding an entry permit issued by the Hong Kong Immigration Department, going to Hong Kong for study, work, training, labor service or relying on relatives.

2, admitted to Macao universities to study in Macao.

3, approved by the Macao public security police to Macao workers, relatives with.

4, approved by the Macao social and cultural departments to work in Macao's science and technology, education, culture and health departments.

(6) others. In any of the following circumstances, you must travel to and from Hong Kong or Macao:

1. Mainland residents really need to travel to and from Hong Kong and Macao for medical treatment, funeral service, participation in lawsuits, examinations, personal academic exchanges, participation in exhibitions, etc.

2. China citizens who have settled abroad need to travel to and from Hong Kong and Macao after coming to the mainland.

3. Mainland residents holding short-term residence endorsement passes need to travel to and from Hong Kong after entering Macao.

(7) Extension of endorsement. Mainland residents who live in Hong Kong or Macao for a short time with a short-term residence endorsement still have the original application conditions after the expiration of the endorsement and need to continue to travel to and from Hong Kong or Macao.

Third, the application materials

(1) Application Form for China Citizens' Travel Permit to and from Hong Kong and Macao (for the format, see Annex, omitted) and a photo of the same specification, which should be filled in by the applicant and affixed with a recent bareheaded color photo with a blue background (48X33mm).

(2) Submit the identity certificate of the applicant:

1. Mainland residents should submit copies of their identity cards and household registration books (16 years old can only submit copies of household registration books).

2. Servicemen can submit a copy of the soldier's card or the officer's card.

3. China citizens who have settled abroad shall submit a copy of their China passports and proof of their settlement abroad.

(three) submit the opinions of the work unit or the public security police station.

(4) Submit the supporting materials corresponding to the reasons for application.

(5) A valid pass must also be submitted.

Four, specific provisions on the opinions of the work unit or the police station.

(a) the content of the opinion. This opinion is issued by the local police station where the work unit or permanent residence is located, which can be directly filled in the corresponding column of the application form and stamped with the official seal, or issued separately. The opinions should include the following contents: whether the contents filled in the application form are true, whether the applicant has five legal circumstances prohibiting him from leaving the country, and whether he agrees to the applicant's going to Hong Kong or Macao (reasons shall be given if he disagrees).

(2) the unit that issued the opinion. 1, national staff, according to the organization, personnel management authority and administrative affiliation, issued by the unit.

2 employees of state-owned and state-holding enterprises and institutions shall be given opinions by the legal representative of the enterprise or institution or the personnel and security department of its authorized unit; If the legal representative applies to go to Hong Kong or Macao, the corresponding personnel management department shall issue an opinion.

3, college and middle school students, opinions issued by their schools.

4, active servicemen, by their units in accordance with the provisions issued opinions.

(three) the following personnel do not need to submit the opinions of the work unit or the public security police station:

1. The area where "passport application on demand" has been implemented is not a registered person.

2. Mainland residents shall apply to the exit-entry administration department of the public security organ where the non-resident account is located in accordance with this Code.

3. China citizens who have settled abroad need to travel to and from Hong Kong and Macao after coming to the mainland.

Verb (abbreviation of verb) and proof materials corresponding to the reasons for application

(1) Visiting relatives. 1. If the relatives are residents of Hong Kong and Macao, submit their Hong Kong and Macao resident identity cards and proof of their kinship with Hong Kong and Macao.

Proof of kinship includes the following documents and certificates (the accepting department may submit one or more of them according to the requirements of the applicant's kinship with Hong Kong or Macao):

Household registration book, marriage certificate, birth certificate, kinship certificate issued by state organs and institutions, certificate of registered items in Hong Kong, and certificate of identity information of Macao residents.

If the applicant has already applied for a pass to visit relatives in Hong Kong and Macao, and applies for visiting relatives again within the validity period of the pass, there is no need to submit proof of kinship; However, if it is necessary to renew or reissue the pass for various reasons, it is necessary to re-submit the proof of kinship.

2. If the relative is a staff member of the Ministry of Foreign Affairs in Hong Kong (the Office of the Commissioner of the Macao Special Administrative Region, the Liaison Office of the Central People's Government in Hong Kong (the Macao Special Administrative Region) or a member of the PLA troops in Hong Kong and Macao, submit a letter of proof issued by the above-mentioned units (see annex for the proof style).

(2) business. 1. Mainland residents who work in enterprises or other units and are sent by their units to Hong Kong and Macao to engage in business activities may apply for registration and filing with the exit-entry administration department of the public security organ of their unit in advance. Upon examination, the record-keeping unit that meets the requirements will obtain the Record Certificate of Business Endorsement of Enterprises and Units Going to Hong Kong and Macao (hereinafter referred to as the Record Certificate). See the attachment for the certificate style.

(1) If the record has been filed, the record certificate shall be submitted.

(2) If it has not been filed, submit the following certification materials: a copy of business license or registration certificate, a copy of tax registration certificate, a copy of labor (employment) contract, and a certificate that the unit has appointed the applicant to engage in business activities in Hong Kong and Macao (see Annex for the certification style).

The filing items include: unit registration information, business status information, information of personnel to be sent to Hong Kong and Macao in that year, etc. If the list of personnel in the filing certificate changes, you can apply for change, but in principle, only 1 year can be changed. The public security departments of all provinces, autonomous regions and municipalities directly under the Central Government and the entry-exit management offices (bureaus) of the bureaus shall formulate the standards and specific operating rules for the registration and filing of local units and make them public.

2, individual business operators to engage in business activities in Hong Kong or Macao, submit a copy of the business license and tax registration certificate.

3. For driving a special vehicle to and from the Mainland, Hong Kong and Macao, the certification materials corresponding to the application reasons shall be stipulated by the exit-entry administration department of the Guangdong Provincial Public Security Department and reported to the exit-entry administration department of the Ministry of Public Security for the record.

(3) Team travel and individual travel. There is no need to submit supporting materials corresponding to the application.

(4) short-term residence. 1. If you go to Hong Kong to study, work, train, work or rely on relatives, submit the entry permit for students, work, training, work or rely on relatives issued by the Hong Kong Immigration Department.

2. Those who are admitted by Macao universities to study in Macao shall submit the admission notice of Macao universities approved by the Macao Higher Education Auxiliary Office.

3. If you go to work in Macao with the approval of the Macao Public Security Police Force, submit a non-local labor service forecast form issued by the Exit and Entry Affairs Office of the Macao Public Security Police Force; Copy of the approval form of the Ministry of Commerce for labor cooperation projects in Hong Kong and Macao Special Administrative Regions.

4. If it belongs to the accompanying relatives of the staff in Macao, submit the certificate of the relatives of the laborers issued by the Exit-Entry Affairs Office of the Macao Public Security Police.

5. Personnel who work in Macao's science and technology, education, culture, health and other departments with the approval of Macao's social and cultural departments shall submit the approval documents of Macao's social and cultural departments.

(5) others. 1. China citizens who have settled abroad and need to travel to and from Hong Kong and Macao after coming to the Mainland, and mainland residents with short-term residence endorsement passes who need to travel to and from Hong Kong after entering Macao, do not need to submit supporting materials corresponding to the application reasons.

2. Mainland residents who need to travel to and from Hong Kong and Macao for medical treatment, funeral service, participation in litigation, taking exams, personal academic exchanges and attending exhibitions. , it shall submit the certification materials corresponding to the special circumstances.

(6) Extension of endorsement. 1. If you go to Hong Kong to study, work, train, work or join relatives, you should submit an extension permit for studying, working, training, working or joining relatives issued by the Hong Kong Immigration Department.

2. Those who are admitted by the University of Macau to study in Macau must submit a certificate of study at the University of Macau approved by the Macao Higher Education Auxiliary Office.

3. If the Macao public security police are approved to work in Macao and take refuge with relatives, they shall submit the Non-local Labor Service Forecast Form issued by the exit and entry affairs department of Macao public security police.

4. If it belongs to the accompanying relatives of the staff in Macao, submit the certificate of the relatives of the laborers issued by the Exit-Entry Affairs Office of the Macao Public Security Police.

5. Personnel who work in Macao's science and technology, education, culture, health and other departments with the approval of Macao's social and cultural departments shall submit the approval documents of Macao's social and cultural departments.

Acceptance of intransitive verbs

(1) Submit the application materials. The applicant must personally submit the application materials to the exit-entry administration department of the public security organ. Except in the following cases:

1. If you apply for endorsement again in the same accepting department, you may entrust others or submit the application by a guardian.

2. If the applicant is over 70 years old or suffers from serious illness or other special reasons, he may entrust others to submit the application on his behalf.

3. If the applicant is under 16, the application must be accompanied by a legal guardian or submitted by a legal guardian.

4. Persons who apply for going to Hong Kong and Macao to engage in labor services may be assigned by the designated labor management company to handle the relevant formalities.

In the above case, the client must submit the power of attorney and the identity documents of himself and the client; The legal guardian must submit his identity certificate. The labor service company shall file the company seal and the signature of the person in charge with the exit-entry administration department of the public security organ in advance.

(2) Examination of application materials. The accepting department shall examine the identity certificate of the applicant and check whether the application form is complete; Whether the opinions issued by the work unit or the police station are standardized, whether other application materials are complete, effective and meet the requirements, and whether the copy is consistent with the original; Check whether the applicant holds a valid pass, whether it belongs to the applicant, and whether it will not be accepted.

The accepting personnel shall receive the application materials after passing the inspection, and affix the seal of "checking with the original" on the copy of relevant materials and sign it; If you think there is doubt, you should make necessary inquiries.

If the application materials are complete and meet the statutory form and relevant acceptance requirements, the application shall be accepted and a receipt shall be issued. The receipt shall indicate the applicant's name, ID number, destination, reason for application, time for accepting the application and time for making an appointment for obtaining evidence, and shall be stamped with the official seal of the accepting department.

If it is not accepted, it shall fill in the decision, reasons and basis of rejection on the application form, indicate the date, and affix the official seal of the acceptance department to return the application materials to the applicant.

If the application materials are incomplete and irregular, the accepting personnel shall explain to the applicant the application materials that need to be supplemented at one time.

(3) submission of application materials

The acceptance of application materials by the acceptance department shall be submitted to the examination and approval department after the acceptance department issues an acceptance opinion.

Chapter II Examination and Approval

First, the examination and approval department

The exit-entry administrative departments of public security organs at the provincial, prefecture-level and county levels authorized by the provincial authorities may make examination and approval decisions on applications to and from Hong Kong or Macao.

Two. Examination and approval work

(1) Examining the application materials. The examination and approval personnel shall examine whether the application materials are true, complete and in accordance with the statutory form, whether the applicant is prohibited from leaving the country according to law, whether he is engaged in illegal activities in Hong Kong or Macao, and whether he is restricted from going to Hong Kong or Macao, and whether there are other circumstances of disapproval.

(2) Remote verification. For the business endorsement application accepted by non-local residents according to this specification, the examination and approval department shall fax a verification letter to the exit-entry administration department of the public security organ at the local (city) level where the applicant's permanent residence is located (see Annex for the proof style). The contents of the verification include: checking whether the applicant has ever applied for a pass, whether he is a registered state employee, whether he is prohibited from leaving the country by law, and whether there are other circumstances that are not approved.

The exit-entry administration department of the public security organ where the permanent residence is located shall reply to the dispatched department by fax within 20 days after receiving the verification letter.

1. If the verification results show that it belongs to the registered personnel, it will not be approved, and the applicant will be informed to return to the place where the permanent residence is located.

2. If the verification results show that it is forbidden to leave the country according to law or there are other circumstances of disapproval, a decision of disapproval shall be made.

3. If the verification results show that the passport does not belong to the registrant, and there is no situation that the exit is prohibited by law or other circumstances are not approved, the reply content is valid within the validity period of the passport. If the passport expires or needs to be renewed or reissued for various reasons, the accepting department shall send a letter to the exit-entry administration department of the municipal public security organ where the applicant's permanent residence is located for re-verification.

(3) decision on examination and approval. When making a decision on approval, the examination and approval department shall determine the type, validity period and number of endorsements issued to the applicant.

If the examination and approval department decides not to approve, it shall issue a notice of disapproval.

(4) Special circumstances. Persons who are restricted from going to Hong Kong and Macao because of illegal activities in Hong Kong and Macao really need to go to Hong Kong and Macao because of special circumstances such as visiting critically ill patients, treating diseases, attending funerals, dealing with emergency affairs, and having special family difficulties, the exit-entry administration department of the provincial public security organ shall give approval as appropriate, and inform the exit-entry administration department of Hong Kong or the Macao public security police within 2 working days after issuing the certificate.

Three, the type of endorsement, validity, validity times, remarks.

According to the application reasons, the endorsements are divided into seven categories: family visit endorsements (prefix T), business endorsements (S), travel endorsements (L), visit endorsements (F), short-term residence endorsements (Z), other endorsements (Q) and extension endorsements (Y).

According to the destination, endorsements can be divided into two categories: endorsements to Hong Kong and endorsements to Macao.

The exit-entry administration department of the public security organ shall not issue more than two valid endorsements for applicants of the same destination.

The validity period and effective time of various endorsements are as follows:

(1) endorsement for visiting relatives (t).

1. Issued to: those who apply to visit relatives in Hong Kong and Macao.

2. Period of validity and number of valid endorsements: (1) If the relatives are spouses, children or parents, one or more valid endorsements valid for 3 months may be issued.

(2) To visit other relatives, a valid endorsement valid for 3 months shall be issued.

The spouse accompanying the applicant to visit relatives or children under the age of 16 may issue endorsements with the same validity period and valid times as the applicant.

(2) business endorsement. 1. Issued to: those who go to Hong Kong and Macao for business activities and those who drive vehicles between the Mainland and Hong Kong and Macao.

2. Validity period and valid times of endorsement: (1) If it is not filed, a valid endorsement valid for 3 months will be issued. (2) If the record has been filed, a valid endorsement of 3 months, 6 months or 1 year can be issued. The exit-entry administration department of the local public security organ shall determine the validity period of the endorsement issued by the personnel of the filing unit according to the filing standards announced to the public. (3) Persons who drive vehicles to and from the Mainland, Hong Kong and Macao shall issue multiple valid endorsements, and the validity period of the endorsements shall be determined in accordance with relevant regulations, but the longest period shall not exceed 1 year.

(3) Travel endorsement (L). 1. Send: Send to people traveling in Hong Kong and Macao.

(5) short-term residence endorsement (z). 1. Issue target and effective times: issued to people living in Hong Kong and Macao for a short time; The endorsement is valid for many times.

2. Validity period of endorsement: (1) If you travel to Hong Kong with the permission of the Hong Kong Immigration Department, the validity period of endorsement shall be determined according to the longest validity period stipulated in the entry permit for students, work, labor, training or visiting relatives issued by the Hong Kong Immigration Department. (2) If a student is admitted to a Macao university, the validity period of the endorsement shall be determined according to the study period specified in the Macao university admission notice, but the longest period shall not exceed 1 year.

(3) If the Macao public security police approve the labor service in Macao, the validity period of the endorsement shall be determined according to the time limit specified in the forecast approved by the Macao public security police, but the longest period shall not exceed 2 years. (4) If a relative is approved by the Macao Public Security Police to accompany him in Macao, the validity period of the endorsement shall be determined according to the period stipulated in the Certificate of Relatives of Laborers approved by the Macao Public Security Police, but the longest period shall not exceed 2 years. (5) With the approval of Macao Social and Cultural Department, the validity period of endorsement shall be determined according to the approved period, but the longest period shall not exceed 2 years.

Chapter III Issuance

I. Issuing department

Pass by the provinces, autonomous regions and municipalities directly under the central government, the public security department, bureau of entry and exit management departments unified production and distribution.

The endorsement shall be made and issued by the exit-entry administration department of the provincial, prefecture (city) and county public security organs with the power of examination and approval.

Second, the distribution work

(a) If there is no valid pass, a pass shall be issued with an endorsement corresponding to the application. Holders of valid passes shall issue endorsements corresponding to the reasons for application.

(2) The applicant shall obtain the pass and endorsement from the exit-entry administration department of the public security organ with the receipt issued by the acceptance department. If the applicant voluntarily chooses the postal express service, the documents will be delivered directly to the applicant through the postal express department.

Three. Endorsement items and filling methods

There are nine items to be filled in the endorsement for traveling to and from Hong Kong and Macao, namely: endorsement prefix, name, destination, certificate number, validity period, number of trips, date of issuance, place of issuance and remarks.

(1) endorsement prefix: fill in the pinyin code representing the endorsement type. The corresponding relationships between endorsement types and codes are: family visit -T, business -S, travel -L, family visit -F, short-term residence -Z, other -Q and extension-Y.

(2) Name: Fill in the name of the holder in Chinese characters and pinyin.

(3) Destination: Fill in "Hong Kong" or "Macau".

(4) ID number: Fill in the passport number.

(5) Validity period: the last time that the holder is allowed to travel to Hong Kong or Macao.

(6) Number of visits: The number of times the holder is allowed to visit Hong Kong or Macao during the validity period. Divided into: once, twice and many times.

(7) Date of issuance: fill in the date of endorsement.

(8) Issuing place: the Chinese character name of the province or autonomous region where the issuing department is located plus the Chinese character name of the prefecture-level city or the Chinese character name or specification abbreviation of the municipality directly under the Central Government. Shenzhen and Zhuhai visa authorities shall fill in "Shenzhen Visa Authority" or "Zhuhai Visa Authority" if they go through the formalities of renewal, renewal and endorsement extension.

Chapter IV Others

I. Extension of the permit

Pass holders may reapply for passes and endorsements in accordance with the provisions of this Code in any of the following circumstances:

1, 6 months before expiration;

2. The endorsement page has been used up or will be used up soon;

3. Dirty or damaged;

4, production errors or unqualified quality problems;

5 other special circumstances approved by the original examination and approval department or the superior competent department.

If you need to apply for passport renewal and similar endorsement after entering Hong Kong and Macao with a short-term residence endorsement, you can submit an application to the Shenzhen and Zhuhai visa offices through China Travel Agency in Hong Kong and Macao.

The exit-entry administration department of the public security organ that accepts the application shall check the issuance records of the original pass and invalidate the original pass by punching holes or cutting corners.

If the endorsement attached to the applicant's original pass is still valid, there is no need to submit the supporting materials corresponding to the application. During the validity period of the original endorsement, the original pass can be used at the same time as the newly issued pass.

Second, reissue the pass.

(1) If a pass holder loses his pass, he may reapply for a pass and an endorsement in accordance with the provisions of this Code; Holders of short-term residence endorsements who need to reissue their passports and apply for similar endorsements after losing their passports in Hong Kong or Macao may apply to the visa authorities in Shenzhen and Zhuhai through China travel agencies in Hong Kong and Macao.

(2) At the time of application, in addition to the certification materials required by this specification, a statement of loss reporting shall also be submitted; If you apply for a replacement pass in Hong Kong or Macao, you must also submit an identity confirmation certificate issued by the Hong Kong Immigration Department or the Macao Public Security Police.

(3) The exit-entry administration department of the public security organ that accepts the application for reissue of the pass shall verify the issuance record of the lost pass and the exit-entry record of the pass holder, and notify the original issuing department of the relevant information of the lost certificate, which will declare it invalid.

(4) If the pass holder loses his pass in Hong Kong or Macao, he may apply to the visa authorities in Shenzhen or Zhuhai for a one-time entry and exit pass to return to the Mainland.

Three. Working period

(a) to apply for a pass and endorsement, it shall complete the examination and approval and the production of documents and endorsements within 15 working days from the date of accepting the application.

(2) If you apply for an endorsement again with a valid pass, you should complete the approval of the endorsement within 10 working days from the date of accepting the application.

(3) An application for employment in Macao shall be approved within 10 working days from the date of accepting the application, and a certificate endorsement shall be made.

(five) if the exit-entry administration department of the public security organ checks the non-local resident population, the time required for the check shall not be included in the working period.

Four. Cancellation and invalidation of passes and endorsements

(a) the holder of the pass shall be revoked or declared invalid in the case of Article 13 or Article 28 of the Interim Measures for the Administration of China Citizens Traveling to or from Hongkong or Macao for Private Affairs. Mainland residents who hold short-term residence endorsements lose their residence qualification in Hong Kong or Macao, and their short-term residence endorsements shall be revoked or declared invalid.

(2) There are two forms for the cancellation of the pass: the collection of the pass; Cut off the upper right corner of the access cover or punch a hole in the access cover. If an endorsement is cancelled, a "cancellation seal" may be affixed to the endorsement. The exit-entry administration department of the public security organ shall issue a pass to the applicant after receiving the pass.

(3) If the pass is lost, or the pass and endorsement really need to be invalidated but cannot be invalidated according to the above provisions, the issuing department of the pass and endorsement shall declare the certificate and endorsement invalid, and report the basic information of the pass and endorsement to the Exit-Entry Administration of the Ministry of Public Security.
